GENERAL DESCRIPTION:
Under the direction of the Land jobshiringnearme.org Program Manager, this position is primarily responsible for State Parks-related land conservation functions, including acquisitions, dispositions, land exchanges, and boundary agreements, and may support similar functions for other TPWD divisions. Also responsible for the negotiation, execution, issuance, renewal and recordation of land use agreements with third parties primarily on state park lands. Work includes utility, pipeline and other infrastructure easements and surface use agreements, third-party driveway licenses and easements and land trespass incidents. May prioritize and perform technical planning and assessment of State Parks land acquisition strategy as well provide administrative data collection, entry and review for the Land Acquisition Tracking System (LATS). May coordinate and serve as team lead for long-term state park acquisition projects. Conducts presentations regarding State Parks land transactions to the Executive Office and to the TPW Commission. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Project Planning, Integration and Scope Management:
Initiates and manages the complete life cycle for proposed land transactions, from initial landowner contact to final closing. Supports prioritization of state parks land conservation options, seeks and matches acquisition funding sources with acquisitions. Coordinates the process of monitoring, negotiation, execution and renewal of easements, surface use agreements and related agreements involving taking or use of state park lands by third parties. Coordinates resolution of state park boundary disputes, including boundary trespass situations, boundary disagreements, boundary agreements and cooperative land use agreements. Coordinates application, negotiation and execution of driveway permits and easements and enforcement against trespass where appropriate.

Cost, Quality and Contract Compliance:
Coordinates all transaction-related due diligence and administration, including review of site assessments, title policies and deeds, and represents TPWD in transaction closings. Prepares needed documents and seeks appropriate input from natural and cultural resource staff, site managers, legal staff and Executive Office. Serves as Point of Contact for monitoring, reporting and compliance on conservation easements associated with State Parks.

Stakeholder, Vendor and Reporting Management:
Develops trusting relationships with prospective sellers, conducts on-site evaluations, coordinates when appropriate with other TPWD staff, negotiates terms and conditions of transactions on behalf of TPWD, and presents proposed transactions to the TPW Commission. Monitors, with assistance of field staff, situations where private roads or driveways cross or are proposed to cross state park lands.

Qualifications
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a Bachelor’s degree.
Experience:
Five years of experience in conservation real estate, contract negotiation, environmental regulation or closely related field work.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class “C” or higher Texas Driver’s License.
ACCEPTABLE SUBSTITUTIONS
Education:
One additional year of the required experience may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.
Experience:
Graduation from an accredited college or university with a Master’s degree may substitute for one year of the required experience.
PREFERRED QUALIFICATIONS
Education:
Graduation from an accredited college or university with a Bachelor’s degree in Real Estate, Business, Wildlife Science or closely related field.
