POSITION PURPOSE

The Outreach & Advocacy Manager is responsible for executing public engagement campaigns that further the mission of Montana jobshiringnearme.org Voters and the MCV Education Fund. This role transforms complex policy priorities into meaningful grassroots action by designing and implementing multi-channel educational and advocacy campaigns, directing political accountability programs, and engaging partners around shared policy goals. The position plays a central role in building sustained public support and driving measurable engagement across Montana.

ORGANIZATIONAL CONTEXT

Montana jobshiringnearme.org Voters (MCV) and the MCV Education Fund are mission-driven nonpartisan nonprofit organizations working together to protect Montana’s clean air and water, public lands, and democracy for current and future generations. MCV supports this goal by conducting issue advocacy and political accountability while supporting conservation champions across Montana. The MCV Education Fund focuses on public and voter education, as well as issue advocacy. 

Reporting directly to the Executive Director, this position serves as a central hub for public engagement. The Outreach & Advocacy Manager works in a collaborative remote environment, coordinating regularly with the Communications Manager for content production, the Field Coordinator for regional mobilization, and the Development Director to align advocacy efforts with funder priorities and storytelling. This role also translates policy information from the Government Affairs Director into effective, long-term public engagement strategies that build durable support across the state.

CORE RESPONSIBILITIES

EDUCATION AND ACCOUNTABILITY CAMPAIGN EXECUTION

• Lead the planning and execution of multi-channel public education and advocacy campaigns from concept through evaluation, ensuring alignment with organizational priorities and legislative timelines
• Translate policy information and updates from news sources, funders, partner organizations, and MCV’s Government Affairs Director into accessible, compelling materials including but not limited to email campaigns, rapid-response action alerts, petitions, social media content, infographics, digital advertisements, press materials, and public events
• Develop and implement strategic accountability campaigns that communicate the full impacts of public officials’ decisions, using both affirmative and contrast messaging to inform and engage the public
• Provide rapid-response communications and mobilization opportunities during key policy moments and legislative sessions
• Partner closely with the Communications Manager and external vendors to produce high-quality visual and written content that clearly connects policy decisions to the daily lives of Montanans
• Track and analyze campaign performance metrics (email engagement, petition signatures, digital reach, event participation), and refine strategies to improve effectiveness and expand audience reach
• Collaborate with the Field Coordinator to develop toolkits, messaging guidance, and materials for Regional Organizers, and incorporate field feedback into campaign strategy

COALITION & PARTNER LEADERSHIP

• Represent the organization in local, regional, and national coalitions, actively contributing to shared strategy, aligning messaging, and identifying opportunities for joint campaigns and public engagement
• In coordination with the Development Director, lead programmatic grant management, including drafting proposals, executing deliverables, tracking progress, and preparing timely, accurate reports for funders
• Support alignment between advocacy campaigns and grant-funded priorities, ensuring clear and consistent communication with funders about program impact
• Build and maintain strong relationships with partner organizations, community leaders, and stakeholders in order to better advance shared policy priorities
• Maintain a strong, up-to-date understanding of key policy areas — including energy, democracy, clean air and water, and public lands — to effectively engage and communicate across diverse partner spaces

OTHER RESPONSIBILITIES

• Collaborate with the Executive Director to develop and implement annual Objectives and Key Results (OKRs) and functional budgets related to Outreach and Advocacy goals
• Work with the Operations Director to ensure timely and accurate financial records and required reporting of advocacy activities
• Partner with the Development Director to translate advocacy efforts and wins into compelling narratives for prospective donors and foundations
• Strengthen MCV’s leadership of the conservation movement in Montana through speaking engagements, relationship development, and board engagement
• Operate effectively in a fast-paced, deadline-driven environment with shifting priorities, particularly during legislative sessions and major campaign moments

QUALIFICATIONS 

• COMMUNICATION: Demonstrated ability to “translate” legislative and policy jargon into compelling, actionable language and visual resources for diverse public audiences, including communicating about the impact of those actions effectively for funders and partners
• DIGITAL & VISUAL LITERACY: Proficiency in using digital tools to support campaign messaging and comfort collaborating with designers to ensure high-quality resources, including but not limited to social media posts, infographics, print and digital advertisements, and billboards
• STAKEHOLDER MANAGEMENT: Proven experience in building and sustaining authentic relationships with diverse stakeholders and coalition members in Montana or a similar Western state, particularly with citizens from rural, Indigenous, and/or conservation communities
• PROJECT MANAGEMENT & ORGANIZATION: Capable of managing complex deliverables and events statewide and communicate clearly with collaborators, with specific experience managing multiple projects simultaneously in a remote environment required
• TECHNICAL PROFICIENCY: Ability to manage complex projects in Asana and Google Workspace and maintain data integrity about advocacy actions and volunteer management within EveryAction or similar CRMs preferred
• COMPLIANCE DISCIPLINE: Attention to detail regarding time-tracking and the legal distinctions between nonpartisan education and political advocacy
• COMMITMENT: Passion for MCV’s mission and a commitment to integrating equity and inclusiveness into our outreach and advocacy efforts

COMPENSATION & BENEFITS 

• Salary Range: $60,000 to $80,000
• Title: MCV is committed to finding the right talent for this critical role. Final title (Outreach & Advocacy Manager or Outreach & Advocacy Director) and salary offer will be determined based on the candidate’s depth of legislative experience, leadership history, and professional qualifications demonstrated during the hiring process.
• Benefits: Full-time, exempt employees of MCV are eligible for health, dental, and optical insurance at 100% employee coverage and 50% coverage for qualified partners and dependents. A Simple IRA is available to qualified employees, and contributions are matched up to 3% of the employee’s gross salary. MCV’s car rental service is available for required statewide travel.
