Managing Policy Advisor, Large Load Policy & PJM

Tesla is seeking a strategic policy expert to join its Energy Policy Team for a hybrid role focused on large load policy and also PJM policy in support of Tesla’s energy products. The Managing Policy Advisor will be responsible for advancing national regulatory and market frameworks that enable co-located battery energy storage systems to facilitate efficient and reliable interconnection of large load facilities, with a focus on policies related to power quality, speed to power, bring-your-own-capacity, and other use cases. Engagement is likely to include advocacy with FERC, DOE, NERC, RTO/ISO markets, and state regulators, as needed. That will include leading development of policy positions and strategies that can be supported by other members of Tesla’s Energy Policy Team. The position also will cover select PJM policy interventions to represent Tesla’s Megapack interests, as needed, including engagement in stakeholder processes related to interconnection, capacity accreditation, procurements, and large-load rules. The Managing Policy Advisor will work closely with Tesla’s commercial, product, engineering, and operations teams to advance policies in support of company goals. The individual will work closely with the Energy Policy Team, trade associations, and other stakeholders to help strategize, align priorities, drive policy outcomes, and ensure coverage of Tesla’s business priorities.

• Drive strategy in coordination with the business for evaluating and engaging on federal, regulatory, and market-level policy efforts regarding large load interconnection requirements, co-location with generation and batteries, and rules affecting grid connection speed and reliability
• Advance Tesla’s energy policies before PJM through coordination with trade groups and stakeholders, participation in stakeholder processes, written and verbal comments, and meetings with PJM staff
• Build and maintain relationships with policymakers, utility partners, commission staff, and trade associations while developing coalitions to support energy priorities
• Support Tesla leadership and internal business units by assisting with problem-solving on market growth and entry issues

• 6+ years of relevant work experience in the electricity or energy industry and 4+ years of work with wholesale power markets or federal energy regulatory engagements
• Deep knowledge of electric utility regulations, public utility commissions, and regional power markets with a demonstrated track record influencing the policy making process
• Bachelor’s Degree in Political Science, Energy, Economics, or Utility Business Models, or equivalent experience
• Excellent verbal and written communication and presentation skills, including the ability to communicate complicated and technical policy points effectively to a wide range of individuals and write formal regulatory comments and protests that are sound and technically accurate
• Highly energetic personality with the ability to function autonomously in a fast-paced environment with changing priorities

Expected Compensation

$120,000 – $240,000/annual salary + cash and stock awards + benefits

Pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements dependent on the position offered.
