Environmental Compliance Program Manager

The Microsoft Datacenter Development Land Development and Community (LDC) team supports the development and delivery of Microsoft’s datacenter portfolio from site selection through design, construction and operations. This portfolio includes complex, large-scale, multidisciplinary datacenter construction and lease projects that are critical to expanding Microsoft’s cloud infrastructure. Within this organization, the Cloud Infrastructure Environmental Permitting team is s responsible for the development and on-time delivery of environmental permits to support construction of Datacenters needed to build out Microsoft’s cloud infrastructure.

The Environmental Compliance Program Manager (East) is responsible for leading environmental compliance strategy, execution, and risk management for Microsoft datacenter development, construction, and operational readiness activities throughout the eastern region. This role ensures compliance with federal, state, provincial, and local environmental requirements while enabling the successful delivery of critical infrastructure projects. The position serves as a key liaison among Land Development, Environmental, Design, Construction, Operations, EHS, Legal, Sustainability, Energy, and external regulatory stakeholders to proactively manage environmental obligations, mitigate risk, and drive continuous improvement across Microsoft’s environmental compliance programs.

The Environmental Compliance Program Manager, America will be a key player in both the strategy development and execution of environmental compliance program for our projects. Environmental Compliance Program Manager, America is part of a team of environmental and permitting managers but works across the greater organization to drive an effective, fast and efficient environmental permit development process to eliminate gaps between teams and ensure continuous compliance with various environmental permits and approvals.

Responsibilities

The Environmental Compliance Program Manager- East will be responsible for driving appropriate cross-team delivery in the review, environmental due diligence, environmental permit acquisition and environmental permit compliance for data centers to allow for the construction and delivery of our critical infrastructure. Specific responsibilities will include:

• Support Land Development and Environmental in environmental risk assessments, regulatory approvals, permits, and agency coordination to support project development and delivery.
• Partner with Land Development, Design, Construction, EHS, Operations, Energy, Legal, and Sustainability teams to identify and execute environmental compliance requirements throughout the project lifecycle.
• Oversee environmental consultants and technical experts to deliver high-quality environmental compliance and planning support.
• Drive environmental compliance planning and execution for construction activities, operational readiness, and asset turnover.
• Monitor permit obligations, regulatory commitments, inspections, audits, and corrective actions to maintain continuous compliance.
• Develop and implement risk mitigation strategies that protect project schedules and business objectives.
• Support stakeholder, community, and regulatory engagement efforts related to environmental permitting and compliance.
• Provide environmental expertise, guidance, and strategic support for new initiatives, policies, and infrastructure programs.
• Track, communicate, and report environmental compliance performance, risks, and project status to leadership and key stakeholders.
• Advance continuous improvement of Microsoft’s Environmental Construction Compliance Program and environmental governance frameworks.
• Foster a culture of compliance, accountability, environmental stewardship, and operational excellence consistent with Microsoft values.

Qualifications

Required Qualification:

• Bachelor’s degree in Business Management, Real Estate, Project Management, or related field, AND 3+ years relevant experience. OR 5+ years equivalent experience.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

• Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualification:

• Bachelor’s Degree AND 4+ years experience in Environmental, Civil, or Chemical Engineering, Environmental Science or program managementOR equivalent experience.
• 4+ years of experience in environmental compliance management, in Eastern regions of America.
• Experience with mission critical facilities or large-scale construction projects.
• Experience in construction and operational environmental compliance and experience working through environmental permitting in multiple markets.
• Background in project management and the ability to collaborate with multiple stakeholders to drive desired outcomes.
• Have ability to develop permit compliance timelines, and identify compliance risks and mitigation; as well as review action plans and environmental management plans for completeness and applicable law adherence.

Real Estate Portfolio Management IC4 – The typical base pay range for this role across the U.S. is USD $97,600 – $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 – $206,400 per year.
