The Corporate Vice President, Trade Compliance is responsible for establishing and leading a comprehensive global trade compliance program to ensure adherence to all applicable export, import, and sanction regulations across multiple jurisdictions. This role provides strategic direction and oversight for export and import compliance activities across PCC, ensuring alignment with U.S. and foreign trade laws, including ITAR, EAR, OFAC, and other relevant regulations.

This position serves as the the Company’s trade compliance authority and provides functional oversight to Division Compliance Managers (DCMs), who report via a dotted-line relationship and other corporate trade positions.

Must be a US Person or otherwise eligible to receive US export-controlled information

Essential Duties and Responsibilities:

  • Maintain a global trade compliance framework, by monitoring and directing the sustained implementation and use of PCC’s corporate export and import compliance procedures and policies at PCC divisions and subsidiary companies.
  • Ensure compliance with U.S. export control regulations (ITAR, EAR) and foreign trade laws in all countries where the company operates via successful implementation and management of an effective export compliance program across PCC.
  • Monitor and interpret changes in global trade regulations and advise executive leadership on potential impacts.
  • Oversee export and, where regulated under the export control laws, import licensing processes, including applications for government authorizations, commodity jurisdiction, and classification.
  • Ensure accurate product classification under dual use and military control regimes and statistical reporting regulations.
  • Support and guide sustained and effective compliance policies, procedures, and activities at the PCC division and site level to ensure accurate and complete records are maintained.
  • Manage division and site-level self-assessment protocols to proactively identify risk.
  • Direct assessments to identify compliance gaps and implement corrective actions.
  • Provide subject matter expertise and guidance on fundamental questions of export compliance policy and practice and identify when additional support is needed from legal and operations leadership.
  • Support and actively participate in PCC’s training programs and content for export compliance topics.
  • Act as the subject matter expert for export compliance across the organization.
  • Partner with all stakeholders in the manufacturing supply chain (Purchasing, Sales, Engineering, Quality, Operations Management, and Legal) to ensure effective integration of compliance into business processes.
  • Provide functional leadership and guidance to Division Compliance Managers (DCMs) and share findings and best practices across the organization to facilitate best practice sharing and consistency across all divisions.

experience and education:

  • Bachelor’s degree in Business, Law, Supply Chain, Engineering or related field; advanced degree preferred.
  • Minimum 15+ years of experience in trade compliance within aerospace and defense manufacturing.
  • Demonstrated expertise in U.S. export control and sanctions regulations (ITAR, EAR, OFAC sanctions regulations)and previous exposure to global trade compliance laws, particularly at foreign subsidiary locations of US companies.
  • Subject matter related certification achievements (Certified Export Specialist (CES), etc.) desired.

Knowledge, Skills & Abilities:

  • Proven ability to design and lead global compliance programs across large, multi-national manufacturing organization.
  • Experience with export licensing, commodity export classifications, and regulatory interpretation.
  • Strong leadership and influencing skills across a matrix organization.
  • Excellent communication and training capabilities.
  • Ability to manage multiple priorities in a fast-paced, global environment.
  • Ability to travel up to 20% of the time.
