Remote Work: This position is eligible for a partial telework arrangement; however, frequent on-site presence is required for field data collection, laser scanning, and physical building inspections. Primary Purpose of Department	The mission of Facilities Management is to provide a quality learning, research, and living environment for the benefit of students, faculty, staff, and the community by planning, building, operating, and maintaining the campus of the University of North Carolina at Charlotte.
Primary Purpose of Position	The Stormwater Engineer serves as the University’s technical expert for managing the campus stormwater infrastructure, associated engineering models, asset inventory, and monitoring equipment. The scope of these campus systems encompass stormwater control measures (SCMs), underground vaults, pipe networks, inlet structures, roadway and foundation drainage, and associated earthworks and hardscape. Critical foci of this role are tracking the campus Built Upon Area (BUA) footrprint, reviewing capital projects, and collaborating with other University departments to guide land use decisions. As the subject matter expert on subject matter expert on stormwater regulatory compliance and related civil engineering, the Stormwater Engineer will report to the Director of Asset Management within FM and assist the broader engineering team with strategic stormwater and linear asset management across campus.
Summary of Position Responsibilities	The Stormwater Engineer acts as the University’s technical expert and owner’s representative for the management, modeling, and regulatory oversight of campus stormwater infrastructure. Reporting to the Director of Asset Management, the role focuses on maintaining the long-term integrity of civil site elements-including SCMs, pipe networks, and dams-while guiding sustainable land-use decisions through meticulous data tracking. The core responsibilities are categorized as follows: Compliance & Regulatory Oversight BUA Tracking: Serves as the primary steward of the campus Built Upon Area (BUA) footprint, maintaining an accurate BUA Treatment Ledger to ensure regulatory compliance. Permit Management: Manages all stormwater permitting requirements and maintains professional liaisons with City and State regulatory agencies. Subject Matter Expertise: Provides expert technical opinions on sensitive regulatory issues, floodplain development, and natural resource codes. Design & Construction Review Technical Review: Evaluates consultant-prepared construction documents and internal studies for completeness and alignment with campus engineering standards. Quality Assurance: Reviews project specifications for compatibility with existing infrastructure, focusing on earthworks, roadway drainage, and slope stabilization. Project Sponsorship: Develops technical scopes and budget estimates for proposed stormwater improvement projects to support capital planning. Asset & Data Management Hydraulic Modeling: Creates and manages complex hydraulic and hydrologic models to analyze system capacity and plan for future campus expansions. GIS & Inventory: Updates stormwater asset data within ArcGIS Pro and Archibus, ensuring high-quality data for infrastructure tracking. Strategic Planning: Develops the campus stormwater asset management plan and provides data-driven recommendations for future funding priorities. General Engineering & Field Support Technical Design: Executes drafting and calculation tasks for pavement sections and civil site elements using AutoCAD Civil 3D and Bluebeam Revu. Field Inspections: Conducts annual and ad-hoc inspections of SCMs, retaining walls, and systems under construction to identify root causes of deficiencies. Operational Support: Establishes technical standards for soil compaction and stabilization while providing engineering assistance to campus operations and planning staff
Minimum education/experience	Education: Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related engineering field from an ABET-accredited program. Experience: A minimum of five (5) years of professional experience in civil engineering, specifically focused on stormwater management, hydraulic modeling, or municipal infrastructure design.
Preferred Education, Knowledge, Skills and Experience	Advanced Education: Master’s degree in Civil or Environmental Engineering with a focus on Water Resources. Technical Proficiency: 5 to 10 years of progressive professional experience demonstrating some or all of the following: Modeling & Design: Advanced proficiency in modeling stormwater conveyance/treatment systems and utilizing AutoCAD Civil 3D and GIS for asset inventory. Regulatory Mastery: Demonstrated experience managing municipal or university-level stormwater permitting, including BUA (Built Upon Area) ledger tracking and MS4 compliance. Infrastructure Oversight: Technical knowledge of SCM (Stormwater Control Measure) design, pavement sections, geotechnical report interpretation, and structural site improvements such as retaining walls or dams. Project Review: Proven track record acting as an “Owner’s Representative” to review consultant-prepared construction documents for completeness, compatibility with engineering principles, and institutional standards.
Necessary Certifications/Licenses	Valid Driver’s License required (for site visits and field inspections).
Preferred Certifications/Licenses	Professional Engineer (PE) License: Highly preferred at the time of hire to provide technical authority for document review and regulatory representation. SCM Inspection Certification: State-specific certification for the inspection and maintenance of Stormwater Control Measures. Certified Professionals in Erosion and Sediment Control (CPESC): Or equivalent state-level erosion and sedimentation control inspector certification. Experience: A minimum of 5 years of professional experience specifically related to stormwater engineering.
