  • Control and coordinate the operation of the power stations, project equipment, and flood control structures which may be remotely operated in some cases.
  • Perform and direct required operating functions; assign operators to various stations including the control room for operating purposes and issue instructions to other project operators in carrying out project operating functions.
  • Retain responsibility for authorization, preparation, issuance, release and logging of all clearance and caution orders.
  • Provide required training in operating techniques and procedures, applicable safety rules, to operators, maintenance journeymen and trainees.
  • In emergency or trouble cases, operate the station in accordance with standing orders and in accordance with own best judgment in the interest of protection of personnel and equipment and to restore normal operations.

  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

QualificationsAbout the Position: Serves as the senior hydro-station operator in direct charge on a shift, responsible for the operation of a hydroelectric power system with eight generating units, including remotely controlled units, and consists of adjunct operating facilities such as fish facilities, spillways, remotely controlled powerhouses, regulating outlets, remote flood control structures and related equipment.Who May Apply: US CitizensIn order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is .Minimum Qualifications (Screen Out Element): Ability to Lead – Must demonstrate the ability to lead, direct, and train journey level Operators, other workers, and power plant trainees. Requires the ability to perform most of the tasks of a Senior Power Plant Operator in a power generating plant of at least 100 megawatt power generating capacity, with occasional supervisory checks and guidance. The ability to take sole command of any normal or abnormal power plant operation problem and execute a desirable solution such as could be exhibited in a recovery from a power blackout in the plant. The ability, without more than normal supervision, to assist, or relieve, the Control Room Operator of his/her routine duties including starting and stopping a generator, changing generation, adjusting voltage, performing switching, isolating hazardous energy, selecting proper arc flash PPE, adjusting river flows, and maintaining station records. – Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT: Eye and hand coordination required to operate switches and controls. Job requires prolonged sitting, standing, walking and climbing ladders and stairs. May be required to operate large valves, apply gate locks, lift deck hatches and other jobs requiring up to 75 pounds of pulling or turning force. Lifts and carries equipment and supplies frequently up to and occasionally over 45 pounds. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling.WORKING CONDITIONS: Works on a rotating shift, at times alone, inside, in well-lighted, work areas. Works outdoors, at times alone, for short periods with exposure to climate extremes. Occasionally works in proximity to high voltages and currents. Incumbent is often exposed to equipment and machinery noises and outside the control room employee will be subject to the discomfort of wearing safety equipment such as hard-hats, earplugs, and respirators. Must wear appropriate safety equipment and protective clothing and successfully complete and maintain all occupational health requirements, including pulmonary capacity and other routine occupational and pre- employment medical examinations. Incumbent may be the lone operator on shift during nights, weekends and holidays.EducationSome positions substitute education for experience you must qualify with experience alone for this positon.Additional information
