Reporting to the Director, College Business Services & Procurement, this position ensures that procurement processes are aligned with the College’s strategic goals and compliance requirements. The role involves leading cross-functional teams, negotiating contracts, managing supplier relationships, and driving procurement excellence. The Senior Manager will also play a critical role in advancing the College’s anti-racism, equity, diversity, and inclusion and indigenous initiatives within procurement.Key Responsibilities:

  • Lead and manage strategic sourcing and contract management activities, ensuring full compliance with college policies, public procurement regulations, and trade agreements.
  • Define and lead contract negotiation strategy based on SWOT analysis, current market conditions, and partnerships arrangements for future.
  • Collaborate with various departments to conduct needs analysis, develop sourcing templates, and manage the tendering process.
  • Negotiate supplier contracts, manage vendor relationships, and monitor a contract portfolio valued at over $200M.
  • Develop risk management frameworks and performance tracking tools to enhance procurement efficiency and reduce supply chain risks.
  • Oversee procurement planning, reporting, and audit compliance, ensuring transparency and strategic alignment with college objectives.
  • Lead “spend-analysis” and category management framework for yearly reporting.
  • Research, plan, and develop a procurement planning yearly strategy based on market research, latest industry trends and ITS advancements.
  • Drive the College’s diversity, equity, inclusion, and indigeneity goals by building a diverse supplier network and promoting accessible procurement practices.
  • Mentor and coach the procurement team, developing best practices and fostering a procurement center of excellence.
  • Other duties as assigned.

Educational and Experience Requirements:

  • A Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field is required.
  • Certified Supply Chain Management Professional (CSCMP), CPSM, or equivalent designation is strongly preferred.
  • Six Sigma, PMP, or equivalent project management certifications are highly desirable.
  • A minimum of 9 years of progressive experience in strategic procurement, contract management, and vendor negotiations.
  • Demonstrated experience managing high-value contracts and a procurement portfolio exceeding $200M annually.
  • Demonstrated experience in public sector procurement, including familiarity with Broader Public Sector directives, trade agreements (CETA, CFTA), and compliance requirements.

Skills and Attributes:

  • Experience in leading cross-functional teams and managing complex, high-value procurement projects.
  • Proven ability to negotiate complex contracts and ensure value through cost process efficiencies.
  • Must have strong project management skills, with the ability to lead multiple procurement projects simultaneously and meet critical timelines.
  • Expertise in spend analysis, performance tracking, and risk management, ensuring data-driven decision-making in procurement activities.
  • Experience in developing and maintaining strategic vendor partnerships, managing supplier performance, and resolving contract disputes.
  • In-depth knowledge of procurement laws, regulations, and standards in the public sector.
  • Strong commitment to equity, diversity, and inclusion within procurement practices, with the ability to promote supplier diversity.
  • Technical skills – Advance knowledge of working with procurement and contracts tools as SAP, oracle database, MERX, Bonfire, Coupa Contracts, P2P (FAST Millennium, Banner) or equivalent. Advance excel and PowerPoint skills.
