The Senior Manager, HIA Policy plays a critical role in supporting Alberta’s health sector through the complexities of health information legislation, with a focus on the Health Information Act (HIA). This leadership role involves providing strategic guidance on legislative interpretation, driving the HIA’s provincial implementation, and ensuring that policies stay effective and responsive to the needs of Alberta’s health system. In this role, you will also support external stakeholders directly, helping to shape Alberta’s health information landscape for the future.Key responsibilities:

  • Leading the development of health information policy, including primary responsibility for the ongoing maintenance and modernization of the HIA, enabling the appropriate collection, use, disclosure and protection of health information within the province of Alberta.
  • Developing, leading and communicating on data / information governance to support the continued development of the Alberta Electronic Health Record (ABEHR).
  • Providing expert leadership and support to Alberta Health, the health system in Alberta, other government sectors and affiliated stakeholders within Alberta on health information legislation and the development of the ABEHR system.
  • Leading, developing, and making decisions and participating in complex issues related to the collection, use, disclosure and protection of health information as required to support new and developing initiatives including but not limited to the Alberta Electronic Health Record, shared electronic health records, the department’s Business Intelligence Environment, My Health Records, Health System Refocus priorities and other provincial initiatives as required.
  • Acting in partnership with the Director as operational liaison with the OIPC regarding health information legislation policy, including the ABEHR.
  • Leading and directing the management of the HIA Policy team.

These shifts require clear and thoughtful change processes.QualificationsRequired:

  • A University degree in a related field such as information management, political science, law, policy, health administration or social sciences
  • Five years of progressively responsible experience in information privacy policy, information management, health sector issues, policy development, health services delivery, and/or legislative issues.

Equivalency: Directly related education or experience considered based

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Assets:

  • Masters Degree in related field;
  • Certificate in Information Access and Protection of Privacy (IAPP);
  • Project development experience is required to manage various assigned and competing tasks;
  • Experience leading and participating with groups of senior-level stakeholders in policy and related matters;
  • Management experience related to developing and supervising direct reports;
  • Knowledge in access and privacy legislation including the HIA, FOIP, PIPA and PIPEDA;
  • Knowledge of GOA stakeholder engagement, policy development, and legislative review processes.
  • Management-level writing skills using plain language to succinctly document issues and inputs;
  • Well-developed public speaking, communication, and presentation skills (both written and oral);
  • Knowledge of electronic health record information systems and their impacts on health information policy development.
