Job Description:(Contract up to 13 Months)** This role is on-site five (5) days a week.Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Reporting to the Director, Safety Standards and Practices, the Senior Manager, Access Planning Compliance will provide senior leadership support and guidance for activities for the auditing of Rail Corridor Access Planning, red zone green zone application for maintenance and construction projects; review and approve risk assessments for work activities impacting the Right of Way.This role will be required to visit operational or construction environments with possible exposure to disagreeable and/or difficult working conditions; may be required to be available to perform audits outside of regular office hours to maintain business relationships and address issues as they arise. Travel is required within Metrolinx territory to perform audit and assessment activities, attend meetings, and provide consultation.What will I be doing?

  • Manage and oversee the launch, application, and adoption of the red zone green zone program by construction and maintenance teams.
  • Direct the implementation and ongoing monitoring of an auditing and compliance program to enact processes for assessment of the adequacy and effectiveness of Enterprise Safety Management Systems elements and associated internal risk management controls, with the objective of demonstrating a reduction of documented operational safety incidents and proactively identifying potential health and safety gaps.
  • Work closely with project contractors/consultants to set standards/expectations and facilitate feedback structures associated with performance.
  • Act as an expert/system authority to advise and manage Metrolinx and contractor compliance with standards, legislation rules, and regulations affecting capital works, operations and best practices.
  • Oversee, evaluate and lead the department through the creation and implementation of an audit program for compliance to ensure that all Construction and Maintenance within our Rail Network are operating as intended with the highest standards of safety and competence.
  • Provide subject matter expertise on the application of controls to achieve green zone working for maintenance and construction activities; assesses viability of controls and proposes amendments.
  • Lead audit activities, maintain oversight for areas of potential risk exposure and provide critical support to Metrolinx business units in the development of strategies.
  • Lead external consultation, engagement and communication on plans and studies to further develop Metrolinx’s brand and corporate objectives and influence stakeholders on the application of controls in the Right of Way.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Safety, Compliance and Audits, Engineering or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated years’ experience in safety assurance, operational risk assessment, regulatory compliance and/or accident investigation within the transportation field.
  • ISO 45001/ OHSAS 18001, or ISO 9001 Lead Auditor Certification, Lead Auditor Certified Health and Safety Management System Auditor (CHSMSA) designation considered an asset.
  • Canadian Rail Operating Rules (CROR) qualification or the ability to obtain CROR designation is required.
  • Transformational change, risk management, and auditing skills to deliver major safety priorities and improve safety in the railway.
  • Familiarity with safety standards, programs, and policies to lead amendments, application, and compliance for internal and external stakeholders.
  • Stakeholder relations management and persuasion skills to support significant change in operations and construction.
  • Investigation and assurance skills to review, assess, and develop corrective actions following incidents or to address noncompliance with safety requirements.
  • Experience managing short- and long-term budgets and team environments.
  • Experience with contractual requirements, particularly in a construction or railway environment, and management of third party partnerships.
