IEM is seeking a Full-Time Senior Environmental Compliance Lead, to provide technical oversight, leadership, and coordination of Environmental Review Records (ERR), State Historic Preservation Office (SHPO) submissions, statutory compliance documentation, environmental re-evaluations, and mitigation tracking activities. This role ensures full compliance with HUD, PRDOH, and federal environmental regulations while supporting timely program implementation and funding authorization.
Primary Location:
- Live within a commutable distance to Guaynabo, Puerto Rico
- Work in an Office Environment with a team.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Provide technical oversight and supervision of Environmental Analysts and Environmental Specialists.
- Validate Environmental Review Record (ERR) completeness and readiness for Authority to Use Grant Funds (AUGF) issuance.
- Review and evaluate SHPO packages, including documentation for Section 106 compliance.
- Assess and determine re-evaluation triggers and prepare or review re-evaluation responses as required.
- Ensure compliance across all environmental documentation in accordance with applicable federal and state regulations.
- Coordinate directly with the Puerto Rico Department of Housing (PRDOH) Environmental Division.
- Collaborate with Subrecipients to ensure proper environmental documentation, corrective actions, and compliance adherence.
- Monitor environmental mitigation measures and tracking mechanisms to ensure implementation and documentation accuracy.
- Provide guidance on statutory compliance requirements and regulatory interpretations.
- Support quality control processes to maintain environmental compliance standards throughout project lifecycle.
Minimum Qualifications:
- experience: Six (6) years of professional experience in environmental review and/or NEPA compliance.
- Demonstrated experience with 24 CFR Part 58 Environmental Review procedures and with Section 106 of the National Historic Preservation Act (NHPA).
- Degree: Bachelor’s degree in Environmental Science, Environmental Studies, Biology, Planning, Public Administration, or a related field.
- OSHA 30-Hour Certification.
- Bilingual: Fluent verbal and written communication skills in English and Spanish.
