Position Overview:Resumes are being accepted for the position of Senior Corporate Analyst, Budget Strategy within the Financial Strategy & Reporting division of the Finance department. Reporting to the Manager, Financial Strategy & Reporting, the successful candidate will be responsible for the planning, coordinating and preparation of the City budget; the Senior Corporate Analyst will also provide suggestions for and participation in continuous improvement activities within their scope of responsibility. Guided by the strategic priorities and directions in the City of Guelph Strategic Plan, and committed to the corporate values of integrity, service, inclusion, wellness, and learning, the candidate will aid in the achievement of the vision of an inclusive, connected, prosperous city where we look after each other and our environment.Key duties and responsibilities

  • Act as the project manager of the City’s Budget by developing and coordinating the City’s multi-year budget and budget confirmation processes following project management methodology.
  • Development of budget instructions for the City’s Leadership Team and local boards and shared service agencies, budget documents for internal budget discussions with the Executive Team and external budget documents for Council and the public with a focus on clarity and continuous improvement.
  • Lead budget communication and engagement strategy and implementation in partnership with the Strategic Communications and Community Engagement department, ensuring all stakeholders are connected and engaged including the public, internal staff, external Local Boards and Shared Services agencies, executive team, leadership team, the finance team, Mayor, and Council.
  • Work closely with Corporate Performance and Strategy colleagues to ensure budgeted investments and disinvestments are prioritized in alignment with the Strategic Plan.
  • Coordinate with Information Technology colleagues to deliver budget website and PowerBI budget dashboard for public budget product.
  • Develop and maintain budget policies as required.
  • Develop budget related educational materials, including videos, presentations and other web-content as required.
  • Lead budget-related education, training, and engagement sessions for internal and external audiences as required.
  • Identify and assess potential risks in the City’s budget and develop mitigation measures as required.
  • Participate in and advise on budget systems improvements.
  • Prepare reports for Committee of the Whole and Council as required.
  • Attend Committee of the Whole and Council meetings and provide support as required.
  • Liaise with colleagues in Finance to ensure budget integration between capital and operating budgets.
  • Investigate best practices, conduct research and report results to align with departmental goals.
  • Identify and assess potential areas of improvement within own job function or with other areas of the business providing input to the budget.
  • Partner with other areas of the business to identify and bring forward areas of improvement into consideration and action and provide leadership for improvement initiatives within own functional area.
  • Member of City budget committees.
  • Lead special projects as required.
  • Performs other related duties as assigned.

Qualifications and requirements

  • Considerable education and experience related to the duties above, normally acquired through a professional accounting designation along with extensive experience related to the duties listed above, and several years of progressive post designation experience in a municipal/public sector environment dealing with budget. Candidates with an equivalent combination of education and experience may be considered.
  • Advanced project management skills with the ability to manage complex projects.
  • Analytical and organizational skills with the ability to manage various stakeholders in order to meet deadlines.
  • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders including the ability to communicate clearly and effectively both orally and in writing.
  • Demonstrated experience in preparing internal and external budget documents or other similar complex documents is required.
  • Ability to analyze and investigate problems, identify alternatives and make recommendations in order to implement procedures and policies.
  • Advanced computer skills in Microsoft Office software including Word, Excel and PowerPoint as well as ADOBE and requirements of the Accessibility for Ontarians with Disabilities Act in regard to compliant documents.
  • Experience coordinating annual budget process is preferred.
  • Advanced skills in FMW budget software and JD Edwards preferred.
  • Project Management certification is an asset.

Hours of work
35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Occasional evening work required to attend Council meetings. Additional hours may be needed during peak budget times to meet deadlines.Pay/Salary
Non-Union Grade 6: $94,319.68- $117,899.60How to apply
