Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.As a Senior Advisor, you will build strong relationships and leverage established governance processes with municipal and inter-governmental partners as well as Metrolinx teams to resolve issues and support the implementation of transit initiatives in the Greater Toronto and Hamilton Area (GTHA). With political acuity and diplomacy, you will serve as a key liaison, balancing Metrolinx’s organizational objectives with municipal interests.What will I be doing?

  • Cultivates and sustains effective relationships with internal business units, municipalities, provincial ministries, and other stakeholders to support the planning and delivery of key transit initiatives.
  • Applies strong project management skills to drive coordination, foster stakeholder alignment, and move complex project planning forward within a fast-paced and evolving environment.
  • Provides insight on municipal priorities and collaborates with internal teams to proactively address local issues that may influence project delivery.
  • Monitors developments from regional and municipal councils and shares relevant insights with program teams and senior leadership
  • Supports the review of documentation from both Metrolinx and municipal partners to ensure alignment with agency priorities and informed decision-making across project teams. Assists with the identification of potential risks and sensitivities to inform strategic decision-making and ensure alignment with organizational priorities.
  • Utilizes established governance frameworks to collaborate with internal teams, municipal partners, and provincial ministries, supporting issue resolution and the continued advancement of capital transit projects.
  • Oversees the coordination of governance tables-including the Regional Roundtable- and provides secretariat support by managing logistics, preparing briefing materials, and developing supporting documentation such as issue logs, minutes, memoranda, decision notes, and reports.
  • Drafts and refines presentations and reports tailored for senior audiences, ensuring content is aligned with their expectations and strategic priorities.
  • Monitors decision-making by regional and municipal Councils to identify project-related issues and recommends actions to realign inter-governmental strategies.
  • Identifies regional transit trends, methodologies, and best practices, and assesses their application for Metrolinx policy and planning initiatives.
  • Supports project teams in resolving transit change management issues related to strategies, implementation plans, policy, planning, and program implementation.
  • Supports commercial negotiations for contracts related to transit planning and project delivery matters.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Public Administration, Public Policy, Communications, Planning or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive years of experience in stakeholder management, inter-governmental relations, issues management, planning, or policy development.
  • Expertise in public policy development, planning, communications, issues management, or stakeholder relations.
  • Experience working in or with municipalities, government, or sectors related to infrastructure planning and delivery is preferred.
  • Understanding of contemporary transit and related infrastructure issues affecting provincial, municipal, and community stakeholders.
  • Knowledge of contemporary provincial / municipal legislation and government decision making processes.
  • Knowledge of economic theory and principles and policy development processes.
  • Diplomacy skills to act as a key contact amongst stakeholders, in a political environment where provincial and municipal legislation provide the framework.
  • Planning, research, analysis, and problem solving to advise senior officials on strategically complex and time sensitive or contentious issues.
  • Interpersonal, negotiation, and oral/written/presentation communication skills to develop and present reports, interpret policy, and provide representation on committees, conduct negotiations, and facilitate stakeholder management.
  • Software applications (MS Office – Word, Excel, PowerPoint, Outlook).
