The position of a Railroad Safety Specialists Trainer in the Motive Power and Equipment discipline. - Serve as subject matter expert for the Motor Power & Equipment discipline to ascertain the technical training needs of the Office of Railroad Safety.
- Conduct planning, development, implementation, and evaluation of methodologies to facilitate the accomplishment of internal training programs.
- Develop and provide technical guidance to Federal Railroad Administration personnel and relevant stakeholders on inspection programs, informational networking systems (internal and external), and rail safety training programs.
- Develop, recommend, implement, and evaluate understanding of policies to ensure effective, consistent, and responsive application in the Office of Railroad Safety.
- Coordinate and liaison with the Office of Railroad Safety Management to ensure that inspection, networking and training programs and systems are developed which are consistent and supportive of current and proposed enforcement policies and procedures.

CONDITIONS OF EMPLOYMENT:

QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To be qualified for a Railroad Safety Specialist- Motive Power and Equipment (MP&E) Trainer the Qualifications Standard state you MUST have demonstrated knowledge in the following areas:
- Knowledge of the design, maintenance, or inspection of various types of locomotive and freight cars currently in use and their capabilities and limitations;
- Knowledge of the installation, maintenance, or testing of railroad safety appliances and power brakes, their capabilities and limitations; and
- Knowledge of the applicable Federal laws and regulations pertaining to inspection and testing of locomotives, freight cars, safety appliances, and power brakes.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience applying Federal railroad Motive Power and Equipment discipline safety standards/regulations for the purpose of providing maintenance, testing and inspection of rolling stock equipment.
- Experience leading and conducting special investigations and inspections involving Railroad Motive Power and Equipment Railroad Workplace Safety.
- Experience presenting information related to railroad Motive Power and Equipment discipline.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Education and Training – Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
- Accident Investigation – Knowledge of guidelines, regulations, and procedures associated with an accident investigation including preservation of accident scene, root cause analysis, and evidence detection and handling.
- Compliance – Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
