Lawyers Without Borders (LWOB) is an international non-governmental organization focused on rule of law, judicial capacity, and human rights. We are headquartered in the United States and have worked on rule of law projects across the globe. LWOB has launched the Supporting Morocco’s National Space Strategy and Policy Development (MSS) project (hereafter, “Project”). The Project is a 26-month project focused on developing a comprehensive, structured, and cooperative approach to developing a space strategy and supporting policies for the Kingdom of Morocco. The Project will run from September 2024 through November 2026 and is funded through a Cooperative Agreement between LWOB and the U.S. Department of State.

Responsibilities

The Project Lead will serve as the leader, coordinator and chief administrator for the Morocco Space Strategy project. The Project Lead will be hired as a fixed-term employee for the duration of the project, with the ability to continue contingent on funding. The Project Lead’s responsibilities between December 1, 2024, and November 30, 2026, may include:

  • Overseeing and providing day-to-day management to ensure the successful implementation of this project.
  • Working with the LWOB team to develop a project work plan and independently executing project activities.
  • Providing guidance and strategic input to support long-term program planning decisions to realize key deliverables and intended outcomes.
  • Developing agendas, overseeing logistics, and planning project related travel to Morocco.
  • Leading LWOB trips to Morocco, arranging and leading meetings with key Moroccan government officials and other stakeholders, and developing follow-up action plans and activities based on discussions.
  • Soliciting team input coordinating information discovery and leading the drafting of project deliverables to include the Landscape Assessment and Gap Analysis (LAGA) and Country Action Plan (CAP).
  • Identifying expertise requirements and matching the requirements with the project’s senior advisors and specialized consultants to achieve project objectives.
  • Identifying, drafting, and overseeing research tasks for assignment to LWOB volunteers, to include drafting pro bono task memos for law firms.
  • Managing project focused Monitoring and Evaluation (M&E) initiatives.

Required Qualifications

  • At least 5-10 years working on grant-funded projects (or other projects requiring project management skills), including independent responsibly for executing project activities.
  • Experience working/engaging with the U.S. Department of Defense, U.S. Department of State, U.S. Department of Homeland Security, U.S. National Security Council, or other national security-related organizations.
  • Prior experience collaborating with foreign government officials.
  • Experience in interagency planning and coordination.
  • Ability to travel to Morocco on extended trips from two to six weeks.
  • Experience living and working outside the United States.
  • Experience working in a diverse, international, working environment.
  • Curiosity about Space Strategy!

Preferred Qualifications

  • University degree in international affairs, security studies, public policy, legal affairs, or a related discipline.
  • Experience living and working in the North Africa region.
  • Ability to speak French and/or Moroccan Arabic.
  • American Citizen, ability to obtain security clearance.
