When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.When she joined us as Principal Engagement Officer in the Climate Emergency team, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The Assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.To see the work of the Westminster Citizens’ Climate Assembly, click .The Role:As the Programme Manager for Waste Strategy, Recycling and Clean Streets you can make your own powerful contribution to Westminster’s success. The Waste and Cleansing Team delivers key services to the residents and businesses of Westminster including commercial and domestic waste collection and disposal, recycling and street cleansing. With an annual value of around £57 million, it is one of the biggest contracts within the Council, and you’ll work to deliver the future direction of these services across the city.We’ve recently established a new programme team to develop a new strategy and re-procure the Waste and Cleansing service. This work is being undertaken in advance of the end of the current contract in September 2027, and will be an opportunity to align future delivery requirements to a new strategic direction. You’ll work with the team and wider Council officers to ensure the programme enables us to fully understand and meet the present and future needs of our service users, who include visitors, communities and businesses. You’ll take a holistic, community-based approach to your work, one which considers health and wellbeing inequalities across the borough and the ways in which we can address these.You’ll work with the team to balance the approach against consideration of value for money and wider opportunities and risks, and maintain a strong focus on reducing the impact of waste on the environment in line with our ambition to be a net zero city by 2040. Your success will require positive programme management as you define the steps required to meet the programme’s objectives, and manage the team’s progress, risks and governance. With responsibility for supporting the programme board, key work streams and some matrix management of officers and external consultants, you’ll also focus on engaging with our stakeholders, including residents, businesses and Council officers, to ensure the programme meets their needs.Please refer to the for more information.About You:With a track record of successfully leading and managing complex cross-functional projects and programmes, you’ll be capable of drawing on and developing expertise and evidence to support the design and implementation of new approaches. You should have well developed experience of using project and programme management products and processes to deliver tangible outcomes, and be capable of matrix managing internal and external teams to achieve objectives.

Skilled at applying careful analysis and lateral thinking to develop strategies and solutions as you scope and progress outcome-based programme delivery, you’ll possess the political awareness to support the management of our stakeholders’ priorities and needs. A proactive problem solver with the skills to identify gaps and solutions and bring clarity to complex situations, you’ll also be ready to use your organisational and political agility to navigate varying degrees of ambiguity in a fast-paced environment.Your superb communication and interpersonal skills will see you building excellent relationships with a diverse range of colleagues and stakeholders, and your attention to detail will allow you to work accurately and quickly get to grips with large volumes of information.
