Org. Setting and Reporting

  • This position with the Office of the United Nations High Commissioner for Human Rights (OHCHR) is located in Sarajevo, Bosnia and Herzegovina. The Programme Management Officer will work under the guidance and overall supervision of the OHCHR Senior Human Rights Officer.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Lead the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Advise and support national partners in the implementation of assigned programmes/projects.
  • Support the planning process, through the preparation of background documents and following up and reporting on the implementation of objectives, expected results and activities in relation to assigned programmes/projects.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Supports outreach activities, including fundraising and preparing fundraising proposals; conducting training workshops, seminars, etc.; and making presentations on assigned topics/activities.
  • Coordinates activities related to human resources, budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Supervises administrative staff and performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, law or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. Out of the five years, at least two (2) years of experience developing, managing, monitoring, and reporting on programmes in an international organization is desirable. Experience in fundraising and/or donor relations, including preparing fundraising proposals, is desirable. Experience in results-based planning is desirable. Experience with human-rights based approach to programming is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
