  • Serves as a Contracting Officer Representative (COR) in conducting market research to establish requirements. Provides information to assist in determining type of contract and level of competition. Collaborates with the technical personnel to establish Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWS).
  • Requests for Information (RFIs) for timely delivery of capabilities. Reviews contract artifacts, such as Requests for Information (RFIs), Requests for Proposals (RFPs), and Requests for Quotes (RFQs) to develop and provide guidance to align with MC-I’s goals and to mitigate project risks. Negotiates contract terms, writes contracts and task orders tailored to specific missions with clear service delivery requirements, milestones, and program direction. Provides guidance on all aspects of acquisition, including compliance issues, estimation, cost strategies and project risks.
  • Oversees the performance of contracts in conjunction with the Project and/or Program Managers to ensure Contractor compliance with requirements of the statement of work (SOW), specifications, or performance work statement (PWS).
  • Monitors and evaluates compliance with contract standards, technical requirements of delivery date(s) and period of performance and if performance is within stated price or estimated cost, reviews and approves invoices. Determines reasonableness and applicability of contractor invoices/vouchers and recommends approval or rejection of payment.
  • Conducts a variety of project management activities. Provides input and feedback to implement organization-wide policies and standards related to Project Management. Resolves issues around scope, schedule, cost and technical direction of the project, including but not limited to challenging assumptions made by contractor and federal staff and identifying risks in proposed approaches.

QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) to plan, execute and control projects throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements.
  • Experience with drafting procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs).
  • Experience reviewing deliverables and invoices on various contract types, including Time and Materials contracts, and making recommendations for approval and/or disapproval.
