Title: Procurement Officer IIPosition: #00150Salary: $68,900 – $89,600Location: Mechanicsville, VAOur MissionTo strengthen the Commonwealth through public safety, education and revenue from the responsible regulation and sale of alcoholic beverages.Our VisionTo bring good spirits and excellent service to Virginia.Our ValuesAccountability-Service-Integrity-Performance ExcellenceJoin a team of Virginia’s Top Shelf Talent!Virginia Alcoholic and Beverage Control Authority’s Procurement Officer II position is responsible for overseeing the centralized purchasing functions of VA ABC including the development and review of bid packages and contract negotiation and administration, to analyze opportunities to improve purchasing system effectiveness; and to prepare a variety of financial reports involving purchasing activities.This position develops and administers contractual service agreements; and ensures compliance with contractual requirements; analyzes requisitions and procures requested goods and services using the most efficient method of procurement; may prepare written solicitations; evaluates responses and makes awards; negotiates with vendors and ensures timely procurement processing.ESSENTIONAL JOB FUNCTIONS

  • Analyze assigned requisitions of various goods & services, procures same in compliance with the Authorities policies and procedures using all methods of procurement
  • Develops and maintains various types of contractual agreements/term contracts for
  • professional and non-professional services, and goods in compliance with the Authorities policies and procedures.
  • Manage and conduct innovative, complex procurements
  • Utilize eVA (Virginia’s electronic procurement system) for department and Authority purchase requisitions, change orders, and reporting.
  • Determine the most appropriate method of procurement to be utilized for the source selection of complex projects, goods, and services
  • Coordinate, assist, research, analyze and develop scopes of work, specifications, evaluation methods, and criteria for development of IFB’s and RFP’s for goods, and services contracts
  • Plan, coordinate, and conduct pre-bid/pre-proposal conferences for the procurement of goods, and services
  • Identify and evaluate the benefits of cooperative procurements
  • Utilize small purchase charge card for low-dollar department and Authority purchases
  • Develops and maintains various types of contractual agreements/term contracts for professional and non-professional services, and goods in compliance with the Authorities policies and procedures.
  • Provide back up to other purchasing Officers as needed
  • Create and maintain contract files.
  • Manage multiple projects.
  • Perform other work as required.

MINIMUM QUALIFICATIONS

  • Experience and knowledge of the practices and procedures for purchasing, as well as strategic sourcing principles and practices.
  • Knowledge of automated purchasing processes including electronic requisitioning, purchase orders, etc.
  • Demonstrated ability to lead/manage projects and processes that involve cross-divisional personnel both internally and externally.
  • Demonstrated ability to interpret and apply policies and procedures; negotiate with vendors; and advise divisional personnel in procurement activities.
  • Ability to compile data accurately.

PREFERRED QUALIFICATIONS

  • 2+ years in General Procurement.
  • Bachelor’s degree (BA or BS) in Business Administration or related field; or equivalent work experience.
  • Working experience with Commonwealth’s e-Procurement system eVA preferred
