About the Department	The North Carolina Clean Energy Technology Center at NC State University advances a sustainable energy economy by educating, demonstrating and providing support for clean energy technologies, practices, and policies. The NC Clean Energy Technology Center serves as a resource for innovative, clean energy technologies through demonstration, research and analysis, technical assistance, outreach and training. The NC Clean Energy Technology Center’s Policy & Markets Program works to advance a sustainable energy economy by conducting objective research and analysis and providing education and technical assistance on energy policy issues nationwide. Energy Policy & Markets Program staff manage multiple high-profile national and regional energy policy research, analysis, and technical assistance projects that require an exceptionally high degree of expertise and leadership. The Energy Policy & Markets Program conducts work across numerous clean energy technologies and topics, including renewable energy, distributed energy resources, power decarbonization, grid modernization, transportation electrification, building electrification, energy efficiency, utility business models, rate design, and more. Many industry stakeholders, including policymakers and regulators, clean energy businesses, government agencies, non-profit organizations, utilities, and consumers depend on timely, high-quality data and analysis from the Energy Policy & Markets Program.

Essential Job Duties	The Policy Analyst / Sr. Policy Analyst position will support the Energy Policy & Markets Program of the NC Clean Energy Technology Center on projects including, but not limited to, research for the Database of State Incentives for Renewables and Efficiency (DSIRE), the DSIRE Insight project, the Carolinas Development Assistance and Siting Hub (Carolinas DASH) project, and analysis for various Center reports and publications. The Policy Analyst / Sr. Policy Analyst will also engage with external partners as a part of the Center’s outreach work and will have the opportunity to work with senior staff to develop new project ideas and proposals. Core Competencies & Responsibilities For Policy Analyst: Entry-level position with little relevant professional experience beyond relevant internships. Works under close supervision to develop core technical and programmatic skills in energy policy research and stakeholder engagement. Research & Analysis : Conduct energy policy research and analysis for DSIRE, DSIRE Insight, and other Policy & Markets team projects. Track and analyze energy policy developments in a subset of states, including proposed legislation and regulatory proceedings. Track and analyze federal and local energy policy developments as needed. Review and update policy and program entries in DSIRE for a subset of states. Develop written resources such as white papers, best practices or model documents, fact sheets, and blog posts on energy policy topics. Collaboratively develop work products and proposals for new work products based on DSIRE and DSIRE Insight projects. External Engagement : Share energy policy research and insights with external audiences through presentations, social media, and written analysis. Support stakeholder engagement and facilitation activities. Develop and maintain partnerships with non-profits, public utilities commissions, state energy offices, local governments, utilities, and other organizations. Support the development of new grant proposals and other business development efforts of the Policy & Markets team. Respond to information requests related to clean energy and energy efficiency policy from policymakers, media representatives, and other stakeholders. For Senior Policy Analyst: For new hires with 2-10 years of relevant work experience, or advancement from Policy Analyst with supervisor approval. Likely a co-PI on a grant or carrying a significant role on a non-grant initiative. Specific duties for Senior Policy Analysts include the following additions: Research & Analysis : Serve as subject matter resource and informal mentor to entry-level staff, providing guidance on technical work, professional development, and Center practices. Design and deliver training or educational content to targeted internal and/or external audiences (e.g., workshops, webinars, stakeholder briefings) within the area of specialization. Proactively identify opportunities for programmatic or operational improvement and communicate recommendations to supervisors or project leadership. External Engagement: Serve as co-PI or hold a significant role on grant-funded or other major initiatives within the Policy & Markets team. Lead or co-lead the development of new grant proposals and other business development efforts of the Policy & Markets team. May directly supervise an intern, including assigning and reviewing work and providing professional development guidance.
Other Responsibilities	Other responsibilities include: Collaborate with other NCCETC programs and NCSU departments on projects with energy policy components Work with interns to help provide oversight and learning opportunities Manage well-defined projects and initiatives for the Policy & Markets team

Qualifications

Minimum Education and Experience	For Policy Analyst: Bachelor’s degree in environmental studies, public policy, political science, economics, or a related field For Senior Policy Analyst: Bachelor’s degree in environmental studies, public policy, political science, economics, or a related field and two or more years of relevant professional experience (a Master’s degree may count as one year of professional experience)
Other Required Qualifications	For Policy Analyst: Introductory understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects Excellent attention to detail Excellent analytical and organizational skills Excellent written and oral communication skills with co-workers, clients, and external partners Willingness to travel as needed For Senior Policy Analyst: Demonstrated understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects Excellent attention to detail Excellent analytical and organizational skills Excellent written and oral communication skills with co-workers, clients, and external partners Willingness to travel as needed Applied knowledge of clean energy policy and utility regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina Demonstrated ability to manage projects with significant initiative and independence Experience mentoring or providing technical guidance to junior colleagues
Preferred Qualifications	For Policy Analyst: Advanced degree in energy or environmental policy, public policy, or a related field Applied knowledge of clean energy policy and utility regulation Strong knowledge of clean energy policy regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina Experience and initiative to manage projects For Senior Policy Analyst: Advanced degree in energy or environmental policy, public policy, or a related field Strong knowledge of clean energy policy regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina Experience as a co-PI or in a significant role on a grant-funded project or major initiative Experience designing or delivering workshops, webinars, or stakeholder briefings
