DESCRIPTION
Scripps Institution of Oceanography (SIO) at UC San Diego is one of the oldest, largest, and most important centers for ocean and earth science research, education, and public service in the world. SIO operates three major seagoing research vessels which conduct physical, chemical, biological, geological, and geophysical studies of oceans worldwide. The operational headquarters for the SIO fleet is the Nimitz Marine Facility, a six-acre campus located in Point Loma at the entrance to San Diego Bay. The facility includes piers, machine shops, warehouses, and administrative offices for SIO Ship Operations & Marine Technical Support (SOMTS).
Under the direction of the Business Officer, this position acts as the Marine Procurement Specialist with added responsibilities in the areas of finance and accounting for SOMTS at the Nimitz Marine Facility, a unique unit of SIO.
Incumbent is responsible for the day-to-day purchasing of goods and services and the full spectrum of procurement activities necessary for department operations. Assists in identifying vendors, researches new sources and evaluates their potential by comparing against department standards and specific requirements. Makes recommendations to management and customers based on substantive well-researched information. Analyzes/interprets/understands department’s needs, long and short term, to assist in the advancement of the department’s procurement goals. Uses resourcefulness, professionalism and performs under crisis conditions when procurement problems threaten safety or loss of valuable science.
This position is also responsible for tracking long-lead time, sensitive, and controlled purchases; coordinating the procurement of services and provisions in ports of call worldwide. Communicates with a very diverse population and conducts business with tact and diplomacy. Position will develop and provide various financial reports which track spending patterns, capture statistics, identify trends and assist management. This position also takes a lead role in the effective use and operation of the marine maintenance/purchasing management system; trains department personnel and vendors about UC procurement policies, procedures and established guidelines that ensure departmental integrity and ethical business practices.

QUALIFICATIONS
Bachelor’s degree in related area and / or equivalent experience / training.
Analytical skills necessary to evaluate the quality and cost effectiveness of purchasing options.
Ability to read and interpret terms and conditions of basic contracts.
Ability to work in a fast-paced environment where information must be assembled quickly and accurately, with competing and conflicting deadlines. Proven ability to work independently, under pressure, and manage multiple concurrent tasks and responsibilities and to deal with changing priorities, while maintaining professionalism and personal effectiveness.
Demonstrated knowledge and understanding of purchasing policies and procedures including knowledge of purchasing and buying procedures and practices for federally funded contracts and grants procurement; knowledge of funding restrictions and regulations regarding equipment purchases and non-standard services.
General knowledge of domestic and foreign shipping and receiving procedures and U.S. customs regulations.
Ability to obtain and maintain a forklift license acquired.
Proven ability to analyze complex situations, financial issues, and data, and develop clear and concise written/oral reports or recommendations, especially when no clear directives are provided and/or there are many possible solutions. Conceptual knowledge to develop, design, modify, and prepare financial and other types of reports for use by management for decision-making.
SPECIAL CONDITIONS
Must be willing to work overtime when operational needs require it.
Must be able to obtain a Transportation Worker’s Identification Credential (TWIC) card, issued by the Transportation Security Administration (TSA).
Job offer is contingent upon satisfactory clearance based on Background Check results.
Standard hours of operation are 8am to 4:30PM M-F.
This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.
Pay Transparency Act
Annual Full Pay Range: $60,300 – $103,900 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $28.88 – $49.76
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
