Job description

Our Whiteshell Laboratories (WL) location is looking for a Manager-in-Training, WL Licensing, to join the team as a key part of the WL succession planning strategy.   • Developing and maintaining the licensing basis for the WL site and its facilities, ensuring completion of evaluations of compliance with Licensing Basis (Licence Basis Assessments) for defined Safety and Control Areas and WL site.
  • Maintaining, amending and renewing the WL Site Licence.
  • Maintaining a strategic licensing plan for the WL site.
  • Developing strategies for obtaining licences for new or modified nuclear facilities at the WL site.
  • Providing leadership to technical staff delivering multi-disciplinary licensing services to produce Licensing Basis and Licensing Correspondence.
  • Ensuring staff are effectively utilized to deliver maximum efficiency and effectiveness of resources.
  • Developing and maintaining core knowledge and skills in licensing and Land Use End State (LUES) activities.
  • Ensuring sufficient training of staff in the various technical disciplines, hiring new staff, and managing productivity and performance.
  • Contracting out work when internal resources are unable to meet priority demands.
  • Preparing or reviewing and approving technical reports, and other documentation, issued to both internal and external customers and/or regulators.
  • Acting as a DROL for the WL site.
  • Developing future leaders through mentoring and transfer of skills and knowledge.
  • Participating with the management team to achieve the objectives of CNL.
  • Developing and maintaining good internal and external relationships to promote teamwork and collaboration.
  • Acting as delegate for the Director and other Division Managers as required.
  • Providing support to ensure CNL maintains and renews the WL site decommissioning licence.
  • Ensuring licensing requirements are met for major capital projects to ensure Canadian Nuclear Safety Commission (CNSC) approvals are obtained that satisfy project commitments.
  • Supporting Facility Authorities to ensure success in meeting licensing deliverables and providing risk mitigation assessment and support.
  • Establishing robust processes that support licensing teams in delivering on schedule and cost commitments with a high level of quality and consistent performance.
  • Supporting the WL Restoration Project in meeting planned deliverables, cost, and scheduled commitments.
  • Participating and supporting in benchmarking activities, both within CNL and externally.
  • Driving organizational improvements as required, taking full account of Improvement Action Tracking, Root Cause Analyses, Apparent Cause Analysis and Lessons Learned.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Engineering or science/technical degree at the bachelor level from a recognized university with a minimum of 10 years’ experience in positions related to licensing or functional support areas within the Canadian Regulatory Framework OR
  • Technical diploma from a recognized institute of advanced technology with a minimum of 15 years’ experience in positions related to licensing or functional support areas within the Canadian Regulatory Framework OR
  • 20 years’ experience in positions related to licensing or functional support areas within the Canadian Regulatory Framework.
  • Membership in or eligible for membership in an engineering or scientific professional organization
  • Experience
  • Prior experience in one or more CNL licence-listed facilities or similar facilities would be an asset.
  • Demonstrated experience and success in leading multi-disciplined teams.
  • Knowledge, Skills & Abilities
  • Understanding of the Nuclear Safety and Control Act and applicable CNSC regulations.
  • Thorough knowledge and understanding of applicable legislation, industry standards and guidelines, licence obligations, commitments to the CNSC and other organizations.
  • Knowledge of best nuclear industry practices.
  • Knowledge of the Canadian Nuclear Regulatory Framework, including non-CNSC regulators.
  • Ability to develop and recommend technical and non-technical plans and strategies in support of licensing activities.
  • Ability to negotiate acceptable timelines and actions for resolution of CNSC issues.
  • Must be capable of assessing and evaluating complex technical situations/requirements.
  • Ability to work effectively with personnel of varying disciplines.
  • Effective communication, presentation and technical writing skills, in order to present complex technical issues to a wide audience.
  • Security Clearance Eligibility Required
  • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

  • We have a compressed work week, which consists of a four-day work week and ten hours a day – starting at 6 am.
  • Primarily office environment (hybrid – remote and on site).
  • Mainly computer and keyboard activities.
  • Occasional travel to other CNL sites, locales in Manitoba or Canada.
  • Participation in CNSC inspection activities which may have exposure to environmental and radiological hazards.
