Job summary

Reporting to the Director, Health, Safety & Environment (HSE), the Manager, HSE is responsible for the strategic development, implementation, and continuous improvement of comprehensive Health and Safety programs within the Pemberton and Comox facilities. This role ensures strict compliance with all applicable occupational health and safety legislation, regulatory requirements, and internal standards and policies, while driving initiatives that promote a proactive safety culture. Key responsibilities include conducting comprehensive risk assessments, enforcing preventative measures, and managing emergency preparedness and response activities. The Manager, HSE plays a critical role in safeguarding employee well-being and supporting Aurora’s commitment to operational integrity and workplace safety.

Please note : This position is primarily based on-site in Pemberton, BC, with regular travel required between the Pemberton and Comox facilities (approximately 80% Pemberton, 20% Comox).

Major Responsibilities / Duties

• Provide leadership and HSE expertise to foster a safe, healthy, and continuously improving work environment at the Pemberton and Comox facilities.
• Ensure compliance with, and continual improvement of, Aurora’s HSE management system, including the development and updating safe operating procedures for equipment and operations.
• Serve as a subject matter expert and key point of contact, offering strategic guidance to facility leadership on all HSE matters impacting the business, while promoting employee engagement and championing safety initiatives aligned with Aurora’s values.
• Foster a culture of continuous improvement by promoting employee involvement and championing safety initiatives aligned with Aurora’s values.
• Lead investigations of workplace incidents, near-misses, and safety concern, ensuring through root cause analysis and timely implementation of preventative measures.
• Ensure all HSE incidents are properly documented and appropriate corrective actions are implemented within a timely manner.
• Regularly review incident data to determine injury/risk trends and establish action plans as needed.
• Support and assist with activities related to workers’ compensation claims including return to work plans.
• Support HR by providing relevant information, documentation and follow up as required for claims management.
• Schedule and support monthly JHSC meetings, including monthly workplace inspections.
• Ensure tools and equipment in the facilities meet industry standards, are installed properly and regularly inspected as required.
• Provide site support by attending department safety meetings, completing inspections, facilitating training, and creating communications as needed.
• Conduct orientation and H&S training for new hires to promote awareness, engagement, and accountability at all levels of the organization.
• Facilitate emergency response planning and lead emergency drills to ensure organizational readiness.
• Conduct proactive assessments to evaluate workplace hazards and opportunities
• Work closely with leadership to drive and strengthen safety culture by resolving concerns and identify opportunities for improvements, including maintaining a visible presence in the facility
• Support or visits may be required on an as need basis to other sites within Canada

Knowledge, Skills & Abilities

• In-depth knowledge of relevant occupational health and safety laws, regulations, and best practices, including local, provincial, and federal requirements (i.e. WSBC, WSIB, WHIMIS, etc.).
• Strong organizational and time management skills.
• Ability to lead, motivate, and influence cross-functional teams to prioritize safety and achieve HSE objectives.
• Demonstrated ability to build strong relationships and collaborate effectively with functional teams, leadership, employees, and external stakeholders, fostering a culture of safety, continuous improvement, and customer-focused service.
• Strong analytical and problem-solving skills with a solid customer service orientation.
• Strong communication & presentations skills.
• Ability to make informed and timely decisions, particularly in emergency situations or when responding to safety incidents.

Education & Experience

• Minimum 5 years of HSE experience.
• Post-secondary diploma or degree in Occupational Health and Safety or a related field is preferred.
• 2+ years management level experience preferred.
• CRSP designation is an asset.
• Experience in Manufacturing, Pharmaceutical or Food Production is considered an asset.
• Experience conducting HSE training and engagement programs across multiple departments and organizational levels.
• Demonstrated success in leading incident investigations, hazard assessments, and the implementation of corrective and preventative actions.

Working Conditions

• The role involves working in both office and production environments, including areas with exposure to noise, dust, varying temperatures, and controlled substances.
• Must be comfortable working in a regulated environment and adhering to strict compliance and safety protocols.
• The role requires frequent walking, standing, and site inspections within operational areas, which may include climbing stairs.
• May be required to wear personal protective equipment (PPE) as needed in accordance with site safety protocols.
