Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Claims and Insurance (C&I) department is looking for a Manager, Claims, Data Analytics and Reporting under the direction of the Senior Manager, Corporate Insurance. This role will provide leadership and expertise in the management of claims arising from Operational (GO Trains, GO Buses, Fleet and LRTs) insurance program, Construction insurance program, including managing the development and implementation of a claims governance framework, policies and procedures, processes, data analytics, claims reporting, vendor management, trainings & education.What will I be doing?

  • Designs and advances overall claims function for Corporate (Operational) Insurance, Construction Insurance, and Operations & Maintenance (O&M) phases of capital projects.
  • Provides leadership and guidance on Operational and Construction Insurance (IOCIP/OCIP) claims including self-retention levels of Metrolinx’s insurance program.
  • Manages claims adjusting process, providing guidance and settlement instructions, both internally and through external claims adjusters, service providers and legal counsel.
  • Manages and monitors RFPs for insurance brokerage services, law firm’s legal services, and third-party loss adjusters; develops scope, works with procurement, and manages end-to-end operationalization of various RFPs.
  • Supports Senior Manager with the development of Claims and Data Analytics Strategy (Operational and Construction) and monitors reporting dashboards and control boards.
  • Proactively manages and attends mediation, pre-trials, and trials on behalf of Metrolinx, provides directions to reduce litigation costs and maximize recovery efforts
  • Manages regular (monthly/quarterly) claims reporting to finance, various committees, forums, townhalls and conducts educational sessions and trainings to various stakeholders (internal/external)
  • Develops subrogation recovery procedure and processes for claims function, and proactively monitoring recoveries from vendors and third parties
  • Drives continuous improvement by reviewing and analyzing processes to identify gaps and opportunities for improvement, including claims & insurance management measures of success tied to benefits and corporate objectives (KPIs)
  • Oversees the maintenance and updating of claims reserves, claims budget, and purchase orders.
  • Promotes a sustainable safety culture and enhancing risk management capability across the corporation
  • Minimizes Metrolinx contribution to claims by ensuring that the vendors/contractors are protecting Metrolinx interest based on the Defense & Indemnity provisions in the vendors contracts/purchase orders
  • Ensures appropriate systems/technology solutions are in place and used effectively to support claims management. Improves claims database capabilities for tracking, monitoring, and reporting of all claims and incidents
  • Conducts regular (monthly/quarterly) claims meeting with various Business Units, Control Adjusters, Legal, Community Engagement, other stakeholders and project contractors (PCOs) for reviewing and monitoring of claims status and ensuring timely resolution of all claims within self-insured retentions/deductible.
  • Works with commercial and legal teams developing and finalizing agreements with various cities and municipalities as well as developing and finalizing Standard Operating Procedures (SOPs) for third party claims handling for all policies transitioning into O&M phase.

What Skills and Qualifications Do I Need?

  • Completion of a degree in business administration, law or a related discipline – or a combination of education, training and experience deemed equivalent. MBA will be considered an asset.
  • Demonstrated training/related experience leading Property-Casualty (P&C) claims management, construction claims management, loss adjusting, litigation management, risk management program design, or corporate insurance program administration.
  • Chartered Insurance Professional (CIP) designations and/or Canadian Risk Management (CRM) designations is an asset.
  • Knowledge of contract management and administration principles, methods and techniques and an understanding of relevant contract law/regulations.
  • Sound knowledge of claims & insurance management policies, principles, procedures and industry best practices to manage the claims & insurance management process.
