LRAM Coordinator

Job DescriptionPosition Summary:

This position will provide Sustainable Range Program (SRP) and Integrated Training Area Management (ITAM) support to U.S. Army Alaska training lands at both FWA and Donnelly Training Area (DTA). This position may also occasionally support projects at Joint Base Elmendorf Richardson (JBER), Alaska. The incumbent will work closely with Range Control and assist the FWA and DTA ITAM Coordinators with LRAM project planning and logistics, implementation, and project maintenance in addition to other land management activities. This position will oversee and manage a winter and summer seasonal brush cutting work crew of up to 12 field staff and manage and maintain a variety of light equipment and hand tools used in the completion of LRAM support

Essential Job Duties:

• The LRAM Coordinator is a key enabler for sustaining realistic training conditions and supporting the personnel, weapons, vehicles, and the mission requirements for the units using the installation.
• Coordinate with the range modernization planning team members, the FWA and DTA ITAM Coordinator, and the CSU FWA and DTA Range Training Land Assessment (RTLA) Coordinators to identify, plan, and execute approved LRAM projects. Conduct LRAM activities to support environmental conservation or compliance requirements and to maximize training capabilities on the landscape.
• Manage the LRAM components at Fort Wainwright (FWA) and Donnelly Training Area (DTA) by monitoring natural resources, planning and implementing projects, and assessing project effectiveness.
• Coordinate daily with the Training Support Activity – Alaska staff, the FWA and DTA ITAM Coordinators, other CSU staff, and project partners; responsible for following and implementing the program by following directives outlined in Army Regulation 350-19 the Army Sustainable Range Program.
• Hire and supervise temporary field crew employees.
• Approve weekly and monthly timekeeping and conduct annual performance evaluations.
• Address issues/concerns. Council employees and seek assistance from direct supervisor, project leadership team (project managers and principal investigator), and CSU support systems. Support the development of employees and their work-related issues.
• Tracks project for monthly/quarterly/annual reports. Adhere explicitly to all reporting standards and timelines.

Conditions of Employment:

• Ability to work in-person at the Fort Wainwright, Alaska office near Fairbanks, Alaska. Remote work is not available with this position.
• Pre-employment Criminal Background Check (required for all new hires).
• The successful candidate must be eligible to work in the United States by the proposed start date. CEMML will not provide visa sponsorship for this position.
• Valid driver’s license
• Must be able to comply with all applicable regulations to obtain and maintain a Department of Defense Common Access Card (CAC) and public trust clearance; required at a minimum to complete a NACI/SF85 and successfully pass a federal background check.
• Ability to lift 50 pounds repeatedly without assistance.
• Able to work outdoors and perform strenuous labor under all hazardous working conditions (e.g., heat, intense cold, noxious plants and animals).

Supervision:

• This position will supervise seasonal LRAM staff, typically up to 12 field staff for both winter and summer field work.

Minimum Qualifications:

• A High School Diploma, General education Development (GED), or equivalent.
• A minimum of five (5) years’ experience in land restoration, rehabilitation, natural resource management, or a similar field.
• Experience operating and maintaining light equipment and power tools such as brush cutters, chainsaws, and mower decks; also all-terrain vehicles (ATVs, UTVs), snowmachines, and 4×4 trucks/vehicles, both with and without trailers.
• Experience safely loading and hauling snowmachines, ATVs, UTVs, and other equipment.
• Excellent written and oral communication skills.
• Experience using computers, spreadsheets, databases, and email programs for documenting work completion, communication, task tracking and other administrative tasks. (Microsoft Office Suite)
• Experience tracking projects, fieldwork, and budgets, ensuring deliverables are completed on time and as required.
• Experience reading and navigating maps, GIS applications, aerial photographs, compasses, and GPS units.
• Experience collecting natural resources data using Global Positioning System (GPS), tablets, and similar devices; and the use of Field Maps, Survey 123, Avenza maps, or similar.
• Experience with the flora and fauna of interior Alaska.
• Experience with federal, state, and local laws, regulations and requirements regarding environmental protections (e.g., Clean Water Act, Endangered Species Act, Migratory Bird Treaty Act, NEPA, Sikes Act, etc.).
• Experience following directions, working collaboratively with others as part of a team, as well as independently, all while maintaining safe working standards.

Preferred Qualifications:

• B.S./B.A. in biology, environmental science, wildlife biology, natural resources management, restoration ecology, geography, Geographical Information Systems (GIS), or closely related field.
• Experience hiring, leading, and managing field work crews.
• Experience working on military lands, specifically in the Integrated Training Area Management (ITAM) program.
• Experience working in a highly structured organization and knowledge of DoD instructions, directives, guidance, and processes.
• Skilled in ArcPro, including database management, data analysis, and map making.
• Experience working on public lands with multiple land management and regulatory agencies.
• Experience writing, developing, and reviewing survey memos, technical reports, and presentations.
• Pesticide/herbicide Application experience and experience in invasive species management.
• Experience operating heavy equipment including forestry shredders, agricultural tractors, skid steers, and other land management equipment.
