Organization
3iS is a non-for-profit organization which provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Scope of Work
3isolution works to provide IM support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. 3isolution provides a need-based IM service to humanitarian responders in Ethiopia through a service desk approach named Information Support Team as well as through IM capacity building. The Junior IM officer will be based in Mekele or Shire and will support the Area Based Approach Pilot (ABA) and will directly report to the Senior Information Management Officer.
Description of Duties
The junior IM officer will collaborate with the senior IMO to design and deliver high-quality IM service outputs on a timely basis through the service desk and in support of the Area Based Pilot and the capacity building strategy. S/he is responsible for implementing the following assignments assigned by the IM Support Services Desk, which include but not limited to:
Coordination
- Support the development of harmonized Information Management (IM), Monitoring & Evaluation (M&E) frameworks, and standards for a unified Complaints and Feedback Mechanism (CFM) and humanitarian referral protocol.
- Represent 3iS in joint and multisectoral coordination meetings, in consultation with the Program Manager and Senior IMO.
- Participate in internal IM team meetings, share updates, and promote good IM practices.
Information Management Products
- Collect, consolidate, clean, and analyze data to produce 3W matrices, summary tables, and visual products.
- Design and deliver presentations on humanitarian response progress for both scheduled and ad hoc meetings.
- Propose consolidated or thematic reporting formats using IM outputs to enhance cross-sector analysis and operational synergies.
- Develop interactive dashboards using partner-provided data for sectoral and multisectoral humanitarian analysis.
- Produce periodic snapshots, factsheets, gap analyses, maps, and Situation Reports (SitReps) in collaboration with partners.
Needs Assessments
- Support the design and harmonization of needs assessments, including secondary data reviews, service mapping, and rapid multi-cluster assessments.
- Ensure data quality in assessment design and provide technical advice.
- Manage data collection platforms (e.g., Kobo Toolbox, ODK) and present assessment findings.
Data Management
- Develop and maintain databases, spreadsheets, and data tools for ongoing humanitarian analysis.
- Regularly consolidate operational data for timely analysis and reporting.
- Support data publication on HDX in coordination with the Senior IMO.
- Perform statistical analyses and ensure data quality, consistency, and comparability for planning and monitoring.
Capacity Building
- Facilitate high-quality IM training sessions (in-person, virtual, online) in collaboration with the Capacity Building IMO.
- Support the development of training materials in Tigrinya.
- Contribute to the development of online training content.
- Provide technical support, mentorship, and ongoing capacity building in IM to humanitarian partners in Ethiopia.
Requirements
Education
- Master’s Degree / bachelor’s degree in information management, information systems, computer science, Information Science, data science, statistics, GIS, or a related field.
Experience
- A minimum of 2 years for MSc degree/4 years for BSc degree experience in data/information management and analysis work, preferably with the humanitarian ecosystem is required.
- Prior experience working in Ethiopian humanitarian sector is desirable.
- Advanced proficiency in Microsoft Office, especially in Microsoft Excel, and Power Bi.
- Knowledge and practical experience of current GIS software (QGIS and Google Earth Engine).
- Knowledge and practical experience of database development.
- Experience in designing dashboards and infographics.
- Experience in providing IM support services, with a customer-focused approach is desirable.
Language
- English (fluent) – essential

Skills
- An ability to work with both quantitative and qualitative data.
- Experience using Large Language Models (LLM) in interfases like AWS Bedrock, Google Gemini, Azure OpenAI, ChatGPT, Claude, Hugging Face, Mistral, or others.
- Ability to analyze and synthesize qualitative and quantitative information from a wide range of sources.
- An understanding of the main analytical standards used to assess the quality and credibility of analysis.
- Effective communication skills to work among clusters, agencies, humanitarian partners, and Government counterparts.
- Good organizational skills to deliver products on time and with quality.
- High level of written and spoken English with excellent analytical skills.
- Good interpersonal skills and ability to work in a team environment.
- Ability to understand and adapt to complex and dynamic situations.
- Ability to work under pressure and meet deadlines.
