Job Summary
As the HR Officer, you will support the HR team, providing high-quality human resources service. The HR Officer will provide efficient administration, maintain employee records, update the HR Information systems, process PRs, reconcile invoices, take the lead on HQ insurance and ARBO relations, organize HR documentation and coordinate HR activities.
You will work in a diverse, dynamic, and engaging environment with colleagues based at the Headquarters (HQ) in The Hague as well as in our country offices. You will collaborate to ensure an efficient roll out of HR services and contribute towards INSO’s important mission. This position is based at the HQ in The Hague, Netherlands and reports to the Compensation & Benefits Manager.
Main Duties and Responsibilities
Employee Life Cycle support
- Support the onboarding of international and HQ staff.
- Maintain staff records in the HRIS, Sharepoint and physical files.
- Support new HQ hires with standard HR information including immigration, insurance and settling in The Hague.
- Maintain immigration information and registration data for all HQ staff.
- Prepare contract renewals, contract amendments and other contractual documents for existing international & HQ staff.
- Support the Recruitment team with test & interview scheduling and reference checks.
- Manage offboarding in HRIS; save resignation documents, send exit questionnaire, update IS list.
Procurement support
- Prepare the purchase requests and follow up on invoices for the HQ HR Team.
- Coordinate related PRs, Note To File and settlement of Health Insurance invoices with the Finance Team.
- Manage Individual Health Insurance Registrations at HQ with relevant documentation and coordinate with Payroll Officer to ensure timely reimbursement.
- Provide an up-to-date report on all staff hires, leavers and movements as part of the monthly payroll process.
HR Administration
- Liaise with ARBO on sickness related matters and update the staff details in portal.
- Inform employees of any changes to Health Insurance deductions and final settlements at Off-boarding.
- Provide staff headcount; ensure National Staff Database is maintained.
- Organize and update the HR Sharepoint folders in collaboration with the HQ HR Team.
- Draft international and HQ staff Certificates.
Requirements
Essential:
- Bachelor’s degree.
- Minimum two years’ experience with HR administration.
- English fluency and B1 level Dutch.
- Basic knowledge of Dutch labour law and relevant HR procedures and processes or willingness to learn.
- Experience maintaining administrative systems; ability to process large amounts of data with high accuracy.
- Significant experience maintaining databases and working in Excel.
- Right to work in the Netherlands.
Desirable
- French fluency.
- Knowledge of Dutch immigration regulations (HSM, 30% Ruling, etc.); willingness to learn required.
- Experience working for an NGO or international organisation.

- Proven administrative and organisational skills.
- Ability to maintain confidentiality, integrity and professionalism.

Terms & Conditions
Fixed-term (renewable) full-time contract based in The Hague, Netherlands. The full-time package based on 40 hours a week is €4800 gross per month, 8% vacation pay, 2.5 days annual leave per month. We offer basic Premium ONVZ insurance.
