Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. It is composed of three Divisions: HR Operations, Client Services and Talent Management and Analytics.The Client Services Group (CSG) provides Directorates with a first point of contact for all people management matters and assumes overall responsibility for all aspects of HR client support work related to resource planning and people management within Directorates (recruitment, performance management, engagement, retention).THE POSITIONEXD/HRM/CSG is looking for a Human Resources (HR) Co-ordinator who will report to the Talent Acquisition Lead and will be responsible for a wide range of activities supporting the CSG team, including recruitment operations support and salary review for external candidates. We are looking for enthusiastic and motivated candidates with experience in talent acquisition and providing administrative HR support who are interested in working in a diverse multi-cultural environment.Job DescriptionMain ResponsibilitiesRecruitment Support

  • Analyse salary and benefit information from external candidates, where necessary, and assess against internal salary scale for HR Business Partner review. Ensure the salary and benefits information provided is fully documented.
  • Provide general support to recruitment processes, including assisting with job vacancy development and management for standard and generic recruitment, communication with candidates across the whole recruitment cycle, administration of screening and assessments, reference checks, and facilitating and monitoring recruitment workflow(s).
  • Provide candidate sourcing support for specific processes/assignments, where necessary.
  • Assist with mapping job descriptions to job profile framework, approval of jobs and completing offers in the SmartRecruiters platform and set up and monitoring of ModernHire assessments for recruiters at all levels.
  • Guide, train and support HR colleagues to provide support in the above areas, drafting process documentation, as necessary.
  • Actively contribute to the preparation of recruitment reports and statistics by collecting and analysing data throughout the hiring process and tracking key metrics.

Administrative Support

  • Support with procurement processes, including drafting contracts: calls for tender, market price comparisons, etc
  • Support CSG’s internal document management site and recruitment-related mailboxes and queries.
  • Draft communication materials including emails, reports, charts, graphs and presentations.

Continuous learning and process improvement

  • Keep informed about HRM work commitments and milestones.
  • Pro-actively suggest improvements to processes, workflows and working methods, leveraging the use of digitalization and/or automation where possible. Support projects and initiatives.
  • Adopt a continuous learning approach with regard to evolving corporate systems and procedures and other relevant IT tools. Keep abreast of the relevant HR rules pertaining to assigned workflows.

QualificationsIdeal Candidate ProfileAcademic Background

  • Secondary education, preferably with training in human resource management. Post-secondary education would be a plus.

Professional Background

  • At least two years of experience in Human Resource Management in an international organisation, or international private-sector setting, including in performing salary evaluations, or in compensation and benefits.
  • Experience with recruitment-related systems and processes. Experience in candidate sourcing and outreach would be an advantage.
  • Experience in client relationship management and negotiation. Demonstrated ability to communicate, foster and maintain excellent working relations with colleagues at all levels within the HR Service and across the organisation.
  • Good knowledge and understanding of human resources (HR) management policies, procedures and practices, or the ability and willingness to acquire this knowledge rapidly.
  • Demonstrated ability to work independently and proven experience in exercising good judgement when handling confidential and sensitive information.
  • Strong organisation and time management skills. Ability to manage competing priorities and to deal effectively with ambiguity.
  • Excellent written and verbal communication skills, including solid drafting skills.

Tools

  • Strong knowledge of Microsoft Office Suite (e.g. Word, Excel, PowerPoint), including very good skills in Microsoft Excel (pivot tables, graphs, v-lookup, etc).
  • Knowledge of HR specific software (e.g. Smart Recruiters, SAP, Cornerstone). Knowledge of reporting software (e.g. SAP BO, Power BI, etc) would be an advantage.
  • Experience with video-interview (e.g. Sonru, HireVue) and language testing (e.g Piplet) software would be an advantage.
  • Experience with LinkedIn Recruiter and LinkedIn Talent Insights would be an advantage.

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration
