The successful candidate will facilitate, coordinate, and administer change management initiatives for identified training and development needs within the Human Resources Division and ensures outcomes align with the Agency’s mission and goals; create, evaluate, and develop training and educational materials to ensure best practices and compliance with policies and regulations; determine the most effective instructional methods for delivery including individual training, group instruction, lectures, demonstrations, meetings and workshops; collect and analyze data pertaining to programmatic development and evaluation, formulate measures to gauge success of training programs, leadership development, team development, and Agency communication practices; and coordinate a wide range of projects supporting the development of division protocols and policies associated with the compliance of applicable human resources state and federal employment laws, policies, and practice, human resources information systems and audit practices.About the Agency:We are seeking to expand our diverse team of change makers and innovators.   • Working knowledge of the methods, technics, and tools used to assess specified training needs and available training resources and materials; of the working processes and tools used in project management tracking and delivery; and of training principles and practices.
  • Skill in using Microsoft Office applications to include Word, Excel, PowerPoint, Visio, basic computer operations, automated systems, web-based applications, and databases; in development and use of a variety of visual instructional media and tools for learning; in writing learning content development aids; and in strong presentation, communication, and collaboration with a diverse range of project participants.
  • Demonstrated ability to identify and prioritize opportunities and challenges and propose and implement effective solutions, while demonstrating effective use of lean management methodology; and to collaborate with human resources staff to document process workflows.
  • Ability to create resources to support employee learning, such as tips, job aids, and templates; to develop and deliver virtual and classroom instruction; to successfully interact in a team environment and effectively communicate in English both orally and in writing; to present information, proposals, and recommendations clearly and persuasively; to coordinate tasks and initiatives between cross-functional teams and leadership; to track project tasks performed by stakeholders to ensure project track, schedule, and compliance; to develop, troubleshoot, and implement processes and learning tools required to improve workflow and/or operational efficiency and customer service; to plan, set priorities and organize multiple work assignments; to apply analytic and problem-solving skills to develop sound, well-reasoned decisions, conclusions, and recommendations; to demonstrate tact, diplomacy, and patience; to gain cooperation through discussion and collaboration; and to establish and maintain effective working relationships with those contacted internally and externally in the course of work.
  • Progressively responsible HR experience required.
  • High School Diploma or GED equivalent.
