WDFW Program – Financial Services Program – Contracts & Purchasing
Duty Station – Olympia, Washington – Thurston County
Hybrid/Telework – This position requires on-site work at least three (3) days per week.  
Parking & Commuting – Parking is free, and payments are available for commute trip reduction options, such as Vanpool, Bus, Train, Bike, etc.
Relocation Compensation – The employer may authorize lump sum relocation compensation, within existing budgetary resources, and under certain conditions.

As our Grants Unit Manager, you will be relied on to protect the legal interests of the agency while ensuring that grants and other receivable agreements are being reviewed and monitored properly.

In this dynamic and critical leadership role, you will be accountable for the oversight and management of approximately 200 million dollars a year in agreements, contracts, grants, federal assistance agreements and varied interagency agreements. 

With your strategic judgement, anticipate new programs and changes in grantor procedures to ensure WDFW can respond quickly and appropriately to grant opportunities.

What to Expect-

Among the varied range of responsibilities held within this role, the Grants Unit Manager will, 

  • Ensure all contracts are enforceable, that proper rules are followed, and that post award controls are in place that monitor active contracts for performance and compliance with state and federal audit rules.
  • Confirm timely and accurate fiscal information and data on the activities are available as required by WDFW staff and other stakeholders through fiscal reviews.
  • Develop policies and procedures and conducts accurate and timely reporting of both performance and financial accomplishments.
  • Train staff and implements effective processes.
  • Develops helpful topics that communicate WDFW grant application policy, internal control policies and State Administrative & Accounting Manual (SAAM) rules.
  • Direct limited staff and system resources toward the most essential agency needs.
  • Communicate with decision makers and other audiences in a clear and non-technical manner.
  • Implement grant and receivable contract policies and monitors WDFW compliance.
  • Address agency business needs at an expert level and provides prompt, accurate contract solutions.
  • Manage professional and technical staff with diverse backgrounds and responsibilities.
  • Understand the state government finance and budget management process, systems, and the relations of contracts and grants to these areas.
  • Write and review complex documents and speaks and presents in front of executives, auditors, and Assistant Attorney General’s.

WORKING CONDITIONS:

Work Setting, including hazards: Office environment – requires extensive computer usage. Some telework allowed. 

Schedule: 8:00 a.m. – 5:00 p.m. Monday – Friday. 

Travel Requirements: Infrequent but required, may require both in state and out of state.

Customer Relations: Addresses sensitive issues with sometime divided parties both internal and external and must be able to explain complex contracting and procurement issues.

Qualifications:

Required Qualifications:

A Bachelor’s Degree or graduate level degree in business, finance, or public administration.  

And all of the following: 

  • Five (5) years of experience in the contracts and grants management field.
  • Procurement experience within a local, state, or federal government agency.
  • Knowledge of multiple federal agency grant management rules and reporting processes.

Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:

Demonstrated ability to lead or manage others in a professional environment. 

Experience with: 

  • Contract and business law.
  • Washington State Government finance and legislative activities.
  • Federal and local governmental finance and legislative activities.
