  • Complete grants evidence-based policy analysis to provide leadership with accurate and timely data, policy options, and recommendations. Work with senior leaders to develop and implement policy changes.
  • Serve as a grants and financial assistance policy technical expert. Oversee the application of complex DOT grant and financial assistance related regulations and policies, providing expert advice and guidance to across the Department.
  • Develop Departmental guidance and policies to support implementation of 2 C.F.R. and other Departmental and Administration policy priorities.
  • Support the development and implementation of the Office Grants and Financial Assistance Workforce Certification and Training program.
  • Communicate with stakeholders at multiple levels of DOT to share information, provide feedback, explain decision-making, negotiate with, and persuade audiences, and respond to questions as required.

The ideal candidate for this position has expert knowledge regarding financial assistance, and experience providing technical assistance and coordination across a large-complex organization on the development and implementation of financial assistance policy.RequirementsConditions of Employment

CONDITIONS OF EMPLOYMENT:

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • REMOTE WORK: This position may be eligible for remote work upon manager discretion.

QualificationsTo meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience interpreting guidance and providing technical assistance to support grant program that comply with the laws, regulations, and formally established policies.
  • Communicate with grants and/or financial assistance stakeholders at multiple levels to share information, provide feedback, explain decision-making, and respond to questions as required.
  • Experience conducting grants and financial assistance policy analysis and make recommendations for improvements as needed.

You cannot qualify on education at the GS-12; you must have experience.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience building partnerships with colleagues, offices that directly administer grants, senior leadership, and other internal and external stakeholders as appropriate.
  • Experience analyzing grants related policy issues and developing recommendations for improvements as needed.
  • Experience contributing to the development and implementation of grants and financial assistance policy to improve grant program administration.

You cannot qualify on education at the GS-13; you must have experience.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience building partnerships with colleagues, offices that directly administer grants, senior leadership, and other internal and external stakeholders as appropriate to identify challenges and opportunities to improve the administration of grant program(s).
  • Experience analyzing grants related policy issues, develop options, and recommendations for senior leadership.
  • Experience leading efforts to develop and implement grants and financial assistance policy to improve grant program administration, including outreach and technical assistance to support implementation.

You cannot qualify on education at the GS-14; you must have experience.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Grants Management Laws, Regulations, and Guidelines – Knowledge of the principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB Circulars) of grant or financial assistance programs, including their order of precedence.

  • Creativity and Innovation – Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes.
  • Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).

  • Policy Analysis – Analyzing and evaluating grants and financial assistance regulations, principles, and policies; makes decisions or recommendations to interpret, implement, or develop policy and guidance.
