Overview:

The Nuclear and Radiological Protection Division (NRPD) at the Oak Ridge National Laboratory (ORNL) seeks an External Dosimetry Program Technical Specialist within the Nuclear Measurements and Analytical Services Group. ORNL is a world leader in advanced science and technology research involving several nonreactor nuclear facilities, accelerators, and the High Flux Isotope Reactor which involve a complex range of internal and external radiological hazards that are managed to protect more than 3,000 researchers and operations staff involved in the Nuclear Research and Isotope Production Mission. The Nuclear Measurements and Analytical Services Group is responsible for maintaining Department of Energy Laboratory Accreditation Program (DOELAP) accreditation for the external dosimetry program as an essential part of the ORNL Radiological Protection Program. This position is responsible for developing methods and procedures for external dosimetry operations, conducting studies, and preparing reports on relevant technical issues. This position supports management in ensuring that the external dosimetry program meets the standards of the Department of Energy Laboratory Accreditation Program (DOELAP), specified in DOE-STD-1111-2018 and DOE-STD-1095-2025.

Major Duties/Responsibilities:

The position is responsible for developing methods and procedures for external dosimetry operations, conducting studies, and preparing reports on relevant technical issues. The Technical Specialist is also responsible for investigating or directing the investigation of unexpected dosimetry results, characterizing new or unusual radiation fields for personnel dosimetry purposes, and assisting in conducting training and evaluating performance of the External Dosimetry Program (EDP) staff. Specific responsibilities include:

  • Monitor changes in federal regulations and industry practices related to radiological protection requirements to ensure that the ORNL EDP meets those requirements.
  • Ensure analytical results, dose evaluations/assessments, and reports are of the highest accuracy and quality.
  • Perform dose estimates in the event of questionable processing results, lost or unreturned dosimeters, damaged or contaminated dosimeter, or nonoccupational or medical exposure.
  • Conduct studies and prepare reports on relevant technical issues.
  • Provide technical assistance to NRPD and other ORNL divisions in addressing external dosimetry issues.
  • Interface with IT support personnel in the development, upgrade, and maintenance of the personnel dosimetry database and its applications.
  • Work with the Internal Dosimetry Technical Specialist to prepare, review, and submit the annual DOE Radiation Exposure Monitoring System (REMS) report.
  • Prepare annual personnel occupational exposure reports for individuals.
  • Analyze blind audit results and conduct and evaluate the results from dosimetry intercomparisons.
  • Participate in internal and external audits and assessments.
  • Perform dose assessments in the event of personnel contamination.

Basic Qualifications:

  • BS/BA degree in nuclear engineering, radiation protection, a related science, engineering, or related technical field with a minimum of 2 years of relevant experience or a MS degree with 1 year of experience.
  • Demonstrated technical understanding of external dosimetry.
  • Practical experience and/or working knowledge in one or more of the following: radiation detection/counting instrumentation, statistical evaluation, TLD processing.
  • Ability to perform or evaluate complex spreadsheet.

Preferred Qualifications:

  • Advanced degree in a technical science discipline or engineering with a concentration in health physics.
  • Understanding of applicable Federal regulations including 10 CFR 835.
  • Experience with the Department of Energy Laboratory Accreditation Program (DOELAP) process.
  • Experience with external dosimetry processing systems.
  • Experience working in a research and development environment (e.g., DOE National Laboratory) with a broad range of radiation types, exposure geometries, and dose rates.
  • Advanced experience with programming languages, data management systems, SQL, Oracle server databases and creating SQL Queries.
  • Experience with Monte Carlo N-Particle (MCNP) code modeling.

Security, Credentialing, and Eligibility Requirements:

  • This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
  • Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
  • To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

  • If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
  • Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
