Job Description

This role is responsible for providing strategic and legal guidance regarding Tower’s US trade compliance program. This includes ensuring compliance with the Export Administration Regulations (EAR), the International Traffic in Arms Regulation (ITAR), Office of Foreign Asset Controls (OFAC) regulations and programs, economic and trade sanctions programs, Customs and Border Protection (CBP) regulations, trusted foundry, and other applicable import/export laws and regulations in countries where Tower has operations in. The role will also provide legal advice and develop trade compliance programs for emerging laws. The role will provide legal advice and partner with stakeholders to design and implement supply chain due diligence programs.

This Job Is For You If
  • You can provide clear and timely guidance and legal advice to ensure Tower US complies fully with all applicable trade laws and regulations, including the EAR, ITAR, OFAC and other sanctions programs, CBP and other U.S. and international regulations.
  • You can provide legal advice and operationalize trade compliance programs to ensure Tower US complies fully with applicable export controls, including regulations specific to advanced computing and semiconductor sectors.
  • You can monitor legal, regulatory, and trade developments that impact Tower’s business and deliver clear and timely legal guidance to mitigate impacts.
  • You can advise and lead drafting of strategic export licenses and other regulatory filings.
  • You can lead, manage and provide regular guidance for a global team of trade compliance/ trade operations professionals.
  • You can collaborate with various business functions (including colleagues in Legal, Finance/Tax, HR, Engineering, Supply Chain, Marketing and Sales, Customer Support, Corporate Strategy) to understand their business priorities and build integrated, upstream, and forward-looking trade compliance processes.
  • You can direct the creation and maintenance of trade compliance policies & guidelines.
  • You can implement technology tools to streamline and enhance trade compliance operations.
  • You can direct the development of trade compliance program’s continuous improvement activities, including compliance assurance and risk assessment programs.
  • You can direct, develop and execute risk-based trade compliance trainings and communications.
  • You can lead projects to enhance trade compliance efficiency and value contribution.
  • You can lead the development of trade compliance roadmap and strategic planning.
  • You are willing to assume responsibility for emerging risk areas.
  • You can promote a business culture of trade compliance and ethics and perform other compliance activities.
  • You can travel to Tower’s sites globally to meet with stakeholders, conduct training, and improve processes.
Job Requirements
  • Juris Doctorate degree from an accredited law school
  • Licensed to practice law in the United States
  • Licensed customs broker
  • 10+ years of experience in advising multinational businesses on legal trade compliance matters, including U.S. export controls and sanctions programs; semiconductor industry (or closely related fields) preferred.
  • Experienced in managing a team of trade compliance professionals at all career levels.
  • Experience in building and leading a trade compliance function in a multinational company.
  • Strategic thought leader with business acumen and ability to make good decisions based on sound judgment.
  • Excellent and effective written and verbal communication skills, most importantly the ability to distill complex legal concepts into simple terms easily digestible by business.
  • Strong presentation skills.
  • Deep expertise in U.S. export controls and sanctions regulations.
  • Knowledge of import compliance including Country of Origin determinations, valuation and HTS classifications, and tariff programs.
  • Experience in managing outside counsel and budgets.
  • Experience in working, managing, and driving multi-functional projects to completion.
  • Strong people and management skills to develop, train and grow a team.
  • Nimble learner and quick to learn new and different technologies and stay abreast of emerging technologies; technical/engineering background, a plus.

Compensation: $200,000 – $212,000
