The Environmental Protection Technical Services Manager provides senior leadership and technical authority for environmental compliance functions supporting the safe, compliant cleanup of Hanford’s Central Plateau legacy nuclear waste. This critical manager role directs technical services, regulatory interface, permitting management, annual environmental reporting, near-field monitoring coordination, SME resource allocation, continuous improvement initiatives, and the management and mentoring of technical environmental staff to reduce compliance vulnerabilities, protect the Columbia River and surrounding environment, and advance DOE enforceable milestones under the Tri-Party Agreement.
A day in the life of the Environmental Technical Services Manager includes, but is not limited to:
– Serve as the lead responsible for the Single Point of Contact (SPOC) program, acting as the primary interface for environmental/regulatory notifications, event coordination, and off-hours support to ensure timely and accurate communication with DOE, regulators, and site stakeholders during incidents or inquiries.
– Serve as the primary technical authority for environmental procedures, providing expert interpretations of complex state and federal regulations applicable to Hanford federal actions (including CERCLA, RCRA, Tri-Party Agreement, air operating permits, radioactive air emissions, dangerous waste, water quality, and site remediation).
-Lead permitting management, including development of permitting strategies, preparation and submittal of applications, coordination with regulators (Ecology, EPA, others), negotiation of conditions, and management of permit renewals, modifications, and compliance demonstrations.
– Oversee preparation, review, and submittal of annual environmental reports (e.g., Annual Site Environmental Report, RCRA biennial/hazardous waste reports, air emissions inventory, groundwater monitoring reports, and other required regulatory filings) to ensure accuracy, timeliness, and full compliance.
– Manage and mentor technical environmental staff, including engineers, scientists, and Subject Matter Experts (SMEs), by providing guidance, performance feedback, professional development opportunities, succession planning, and fostering a culture of technical excellence, collaboration, and continuous learning.
– Manage and direct site-wide regulatory compliance programs, ensuring integration of permitting, reporting, monitoring, and corrective actions across projects and operations.
– Provide and allocate resources (Subject Matter Experts) to projects and operations to assure environmental compliance, reduce overall compliance vulnerabilities, and drive continuous improvement in environmental performance.
– Review and ensure that company-wide, facility-specific, and project-specific policies and procedures meet applicable environmental requirements and commitments.
– Oversee preparation for and support of regulatory inspections (escorting regulators on-site, providing requested information/documentation, responding to inspection reports/findings, and tracking corrective actions).
– Perform periodic reviews of environmental activities and functions against organizational goals, commitments, and performance metrics; direct actions for continuous improvement.
– Update and advise senior management on the status of environmental issues, risks, emerging regulatory changes, and program effectiveness.
– Ensure all assigned work is performed in a safe, compliant, and cost-effective manner, modeling Integrated Safety Management (ISM) principles and fostering a strong safety and compliance culture.
-Provide technical support to Environmental Protection Manager and ESH Director as requested.


Basic Qualifications


Manager Grade 21 – Bachelor’s degree in relevant discipline plus 10 years of relevant experience.
Manager Grade 22 – Bachelor’s degree in relevant discipline plus 12 years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate’s education, training, and/or experience.


Desired Qualifications


– Broad working knowledge of state and federal environmental regulations (air quality, waste management, environmental remediation, water quality/stormwater, etc.) specifically applicable to federal actions and legacy nuclear sites like Hanford.
– Extensive prior experience at DOE sites (Hanford preferred) or similar complex federal facilities, with direct responsibility for regulatory compliance programs, annual reporting cycles, permitting management, and mentoring/developing technical staff.
– Experience interfacing with regulators (WA Dept. of Ecology/Health, EPA Region 10, DOE) on permitting, inspections, reporting, and compliance matters.
– Familiarity with Hanford Tri-Party Agreement milestones, RCRA/CERCLA decision documents, and groundwater/Columbia River protection priorities.


Compensation & Benefits


In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
Grade 21: $126,200 – $202,000
Grade 22: $137,150 – $240,000
In addition to base pay, employees may be eligible for variable pay awards.
