The Port of Portland is hiring an Environmental Senior Manager- Mixed Media.
Lead and manage the Port of Portland’s environmental programs and projects related to air quality, water quality, energy, land quality, and site remediation as the Senior Manager of Environmental Mixed Media.

- Essential Job Duties

Program Delivery:
- Direct and oversee the success of air, energy, water and land programs and site investigation, characterization, remediation, and cleanup projects (i.e., mixed media).
- Manage relationships with internal teams
- Facilitate decision-making, planning and communications with senior management; resolve escalated issues.
- Provide subject matter expertise and guidance on mixed media issues.
Management
- Lead strategic planning, budgeting, and operational activities for environmental programs as a service provider to the Port’s business lines.
- Ensure compliance with federal, state and local laws and regulations governing the range of mixed media programs.
Other projects
- Manage the environmental aspects of large, complex, multi-disciplinary projects.
- Represent the Port at conferences and other engagements with industry groups
Spill Response
- Oversee the spill prevention, counter measure and control program.
- Ensure staff training and readiness for on-call spill response.
- Provide oversight of documentation and reporting of spill events.
- Minimum Qualifications
-
education and experience
- (Required) Bachelor’s degree in Geology, hydrogeology, environmental management, environmental sciences or a similar field.
- Master’s degree is preferred.
- Eight (8)+ years of experience in functional areas (air quality, energy, water quality, land quality, and/or site remediation).
- Experience with site remediation is highly preferred.
- Three (3)+ years of experience with Mid-level management.
Licenses and Certifications
- (Required) Driver’s license.
- (Required) Maintain a valid PDX Secured Area Badge.
- (Required) Maintain a valid Transportation Worker Identification Credential (TWIC) badge to access the Port’s marine facilities.
Demonstrated Skills & Abilities
- Senior – Remediation Expertise: Knowledge of CERCLA (Superfund) implementation and environmental remediation principles and techniques.
- Senior – Program and Personnel Management: Proficiency in managing environmental programs and staff, including best practices for operational efficiency.
- Senior – Financial Management: Knowledge of budgeting, cost control, and financial oversight for environmental programs and projects.
- Senior – On-call contract management: Experience with competitive bids, requests for proposals, selection, contract execution and on-going management of contracts.
- Advanced – Portfolio Management: Ability to oversee a diverse range of environmental programs and projects involving complex regulatory, legal, scientific and political considerations across multiple jurisdictions.
- Senior – Leadership: Maintain focus on long-term environmental strategies and emerging business priorities while guiding teams through tactical execution.
- Senior – Collaboration and Influence: Build strong relationships, persuade and influence stakeholders, and achieve results through teamwork and leadership.
- Senior – Communication: Adjust communication style to varied audiences, including technical experts, regulators, and the general public.
- (Required) Bachelor’s degree in Geology, hydrogeology, environmental management, environmental sciences or a similar field.

Selection Process: (tentative schedule):
- A minimum qualification evaluation of the education, training, and experience of submitted Application packets will take place by Human Resources the week of April 20<sup>th</sup>.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
- Our goal is to schedule the virtual, first round of interviews with candidates who successfully passed the SME evaluation on April 30th, and May 1st. Panel Interviews will be held May 6th. Ideal start date would be Tuesday, June 2<sup>nd</sup>.
