Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director and may be filled in one of our various BSEE Headquarters, Regional, or District offices/duty locations. The BSEE Senior Environmental Stewardship Coordinator has overall responsibility for assisting the BSEE Director in identifying, coordinating, developing, and monitoring the direction of BSEE’s comprehensive environmental stewardship efforts to drive environmental performance and to further assist in BSEE’s decision-making processes. At the full performance level (GS-15) the major duties of this position include but are not limited to the following: Conducts monitoring and assesses progress toward achieving the Agency environmental goals and objectives as identified in the BSEE Goals and Strategic Plan using appropriate metrics, analytics, and key performance and/or risk indicators. Maintains a thorough understanding of the processes associated with environmental stewardship and has a command for the vital statistics of environmental performance to communicate the status to the Director and senior management. Performs extensive gap assessments on cross-organizational business processes and creates recommendations to ensure smart business decisions related to environmental stewardship issues across the Bureau. Provides advice and consultation to authorities within the BSEE regarding any area under the purview of the Director related to the environment. Serves as overall Bureau coordinator of BSEE’s efforts to drive environmental performance and constantly improve the Bureau’s environmental stewardship goals. This includes providing advice to the BSEE Director on performance and effectiveness of efforts and personnel responsible for driving environmental performance and improving industry’s environmental stewardship culture. Confers and consults with the Director, other bureau officials, office heads, and other key Departmental officials to assist in the coordination, development, and communication of policies and activities related to environmental protection. Conducts complex and difficult special studies for the Director related to environmental stewardship issues. Studies typically involve diverse and complicated issues requiring extensive analyses and recommendations which directly impact BSEE policies, procedures, and work processes, and potentially impact Departmental policies. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and may be allowed to telework with supervisor approval. Salary Information: Camarillo, CA: ($167,139 – $191,900) per annum. Anchorage, AK: ($162,365 – $191,900) per annum. Sterling, VA and Washington, DC: ($163,964 – $191,900) per annum. Houston, TX and Lake Jackson, TX: ($165,761 – $191,900) per annum. Houma LA, Jefferson LA, Lafayette LA, Lake Charles LA, and New Orleans, LA: ($143,736 – $186,854) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. (1) Basic Educational Requirements: 0401 – General Natural Resources Management and Biological Sciences Series. A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. 0819 – Environmental Engineering Series A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure 2. Written Test 3. Specified academic courses 4. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. applying environmental science/ engineering laws, policies, and regulations as they relate to the development and improvement of an organizations environmental performance; 2. applying analytical and evaluative methods to environmental data; 3. leading and conducting complex studies impacting an organizations environmental programs and policies in order to improve environmental performance; and 4. performing gap assessments on business processes and creating recommendations to ensure smart business decisions related to environmental stewardship. *Applicants must meet all four specialized experience statements to qualify.
