Overview

The Energy and Sustainability Lead will oversee and provide subject matter expert (SME) support for the development, execution, and reporting of energy and environmental sustainability programs for federal agencies. This role addresses critical sustainability areas, including compliance with greenhouse gas (GHG) emissions reporting, resource management, high-performance sustainable buildings (HPSBs), water resource management, and operational sustainability initiatives. The Energy and Sustainability Lead will align efforts with federal sustainability standards, guiding principles, and evolving mission requirements.

Responsibilities

    Leadership and Program Management: Serve as SME to develop, manage, and execute sustainability and energy programs aligned with federal requirements, including the 2020 Guiding Principles for Sustainable Federal Buildings, DHS Scorecards, DHS Program Management Review (PMR), and similar compliance standards.
  • High-Performance Sustainable Buildings (HPSBs): Oversee projects and initiatives for HPSB compliance and effective facility management under federal standards.
  • Water Resource Management: Support water management efforts, such as conducting site surveys, evaluating resource needs, integrating metrics into utility tools, and recommending cost-effective solutions.
  • Greenhouse Gas (GHG) Reporting: Prepare and manage GHG reporting, including FEMP documentation and Energy Star Portfolio Manager updates for CBP’s Energy Independence and Security Act (EISA)-covered facilities. Analyze utility data and submit quarterly reports.
  • Sustainability Programs: Draft and monitor the Operational Sustainability Performance Plan (OSPP) as required, ensuring compliance and progress across ten key areas (e.g., electronic stewardship, recycling, sustainable acquisition, energy audits). Support project integration resulting from the OSPP and related sustainability initiatives.
  • Analysis and Reporting: Develop and deliver executive-level reports, white papers, feasibility studies, benchmarking data, sustainability metrics, SOPs, and sustainability program recommendations to stakeholders.
  • Stakeholder Support and Compliance: Advise agencies on compliance with sustainability policies, practices, and reporting requirements. Serve as the primary point of contact for GHG-related audit and reporting issues.


Qualifications

education

  • Bachelor’s degree required in Engineering (Civil, Electrical, Mechanical, or General), Environmental Studies, Economics, Sustainability, or related field.
  • Master’s degree preferred.
  • Must hold a Certified Energy Manager (CEM) Certification.

experience

  • A minimum of 8 years of experience developing and implementing federal-level programs for energy conservation and sustainability management, with a specialty in evaluation of facilities and mobile assets.
  • Proven expertise in GHG emissions accounting, sustainability reporting structures, and compliance tracking.
  • Experience preparing and submitting GHG reports for federal agencies using FEMP or equivalent federal standards.
  • Knowledge and use of DOE Portfolio Manager; experience with TRIRIGA preferred.
  • Demonstrated experience managing programs related to high-performance sustainable buildings (HPSBs), water resource management, and compliance with the 2020 Guiding Principles for Sustainable Federal Buildings.
  • Ability to deliver high-quality assessments, presentations, and recommendations to federal agency leadership regarding energy and sustainability initiatives.

Technical Skills

  • Experience with data extraction, manipulation, and reporting for energy and resource management systems.
  • Understanding of environmental reporting, data management, and process integrity related to federal compliance.
  • Familiarity with automated GHG disclosure tools and utility visualization tools.
  • Experience with at least one programming language is preferred.

Additional Requirements

  • Must be able to obtain and maintain a CBP Background Investigation
