Job Description:

We are seeking an experienced and highly motivated Deputy Director for Trade Compliance to join our team. In this role, you will report directly to the PCC Metals Compliance Manager for the US sites of Special Metals & TIMET Divisions within Precision Castparts Corp. This role plays a critical part in overseeing trade compliance activities across multiple manufacturing plants within each Division. You will provide support in managing complex trade compliance issues, assist with internal auditing, and help ensure that corrective actions are implemented in a timely and effective manner.

As the Deputy Director, Trade Compliance, you will serve as a key resource for trade compliance staff at individual plants, offering guidance and support on complicated transactions, ensuring that compliance standards are upheld, and ensuring adherence to ITAR (International Traffic in Arms Regulations), EAR (Export Administration Regulations), and other regulatory requirements. You will need to have a solid understanding of the Automated Commercial Environment (ACE) system for filing Electronic Export Information (EEIs) and be capable of running reports to ensure compliance. You may be responsible for evaluating whether export transactions require a license or other authorization and preparing export and/or import license applications SNAP-R (Simplified Network Application Process – Redesign) and possibly DECCS (Defense Export Control and Compliance System). You may be designated as an Empowered Official, authorized to make decisions regarding export compliance. You will also assist the Division Compliance Manager with broader strategic initiatives and compliance-related tasks as needed.

Key Responsibilities:

  • Support multiple US manufacturing plants within the Divisions to ensure trade compliance across all operations, including import and export activities.
  • Serve as a resource for trade compliance staff at individual plants, answering questions and providing guidance on complicated import/export transactions and product classifications.
  • Prepare export license applications in DECCS (Defense Export Control and Compliance System) and SNAP-R (Simplified Network Application Process – Redesign), ensuring that applications are complete, accurate, and submitted in compliance with ITAR, EAR, and other relevant regulations.
  • May serve as an Empowered Official, making decisions on export compliance matters, including certifications and license applications.
  • Assist with internal audits of trade compliance practices at the plant level, identify non-compliance issues, and collaborate with plant teams to implement corrective actions.
  • Work closely with the Division Compliance Manager to monitor and enforce compliance with ITAR, EAR, and other applicable export regulations and Customs requirements.
  • Help ensure that compliance training programs are effectively implemented and followed across the division.
  • Provide expertise and assistance to plants in the preparation, review, and submission of export documentation, including licenses, EEI filings, and other required reports from the Automated Commercial Environment (ACE).
  • Support the development and maintenance of trade compliance procedures, work instructions, and best practices to ensure consistency across the Divisions.
  • Assist in the investigation and resolution of compliance-related issues, including working with relevant teams to implement corrective actions.
  • Monitor changes to trade regulations and work with the Division Compliance Manager to ensure timely updates to internal procedures and practices.
  • Take on other duties as assigned by the Division Compliance Manager, including supporting ad-hoc compliance projects and initiatives.

Qualifications:

  • Bachelor’s degree in International Business, Business Administration, Aerospace Engineering, International Supply Chain Management, or a related field.
  • Minimum of 7 years of experience in trade compliance, with a strong understanding
  • Strong understanding of the Automated Commercial Environment (ACE) system for filing EEIs and the ability to run reports for compliance tracking.
  • Proven experience in supporting multiple manufacturing plants and providing guidance on complex compliance matters.
  • Strong knowledge of export control regulations, including licensing processes and documentation requirements of ITAR, EAR, and Customs regulations.
  • Proven experience in preparing and submitting export license applications through DECCS and SNAP-R.
  • Experience as an Empowered Official, or the ability to be designated as an Empowered Official, with the authority to make decisions on export compliance matters.
  • Experience with internal auditing, corrective action follow-up, and ensuring compliance across multiple locations.
  • Ability to effectively communicate complex compliance information to a wide range of stakeholders.
  • Strong organizational and problem-solving skills, with the ability to manage multiple tasks and priorities.
  • Excellent attention to detail and a proactive approach to identifying and addressing compliance issues.
  • Ability to work independently and collaboratively with cross-functional teams.
  • Strong verbal and written communication skills.

Preferred Skills:

  • Experience with the management of trade compliance teams across multiple plants or locations.
  • Knowledge of global trade compliance requirements and best practices.
  • Familiarity with U.S. export control laws, including the EAR, ITAR, and OFAC regulations.
  • Travel Required.

Note: This position is subject to the International Traffic in Arms Regulations (ITAR) which requires U.S. person status, or eligibility to obtain the required authorization from the U.S. Department of State. ITAR defines U.S. person as an U.S. Citizen, U.S. Permanent Resident (i.e. ‘Green Card Holder’), Political Asylee, or Refugee. Employees must be legally authorized to work in the United States. Verification of employment eligibility will be required at the time of hire. Visa sponsorship is not available for this position.

For informational purposes only, the range of pay for this role is $105000 to $115000 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only, this role is eligible to participate in the Company’s Quarterly Cash Bonus Plan, paid out at the quarterly bonus factor of 2X the Company’s bonus multiple, based on the Company’s performance in the applicable quarter. Employees will receive 120 hours paid time off every year. Employees will also receive 10 paid holidays. Employees (and their families) are eligible to participate in the company’s medical, dental, vision, and basic life insurance. Employees are eligible to enroll in the Company’s 401(k) plan.
