This is an opportunity to advance WDFW’s strategic plan, championing operational and environmental excellence.
In this role, you will manage the full-lifecycle of contracts and grants, and provide critical support to WDFW staff that fosters collaboration and efficiency across the organization.
What to Expect-
Among the varied range of responsibilities held within this role, the Deputy Contracts Officer will,
Negotiates, Creates and Manages Contracts:
- Performs journey-level contract administration work with responsibility in the administration of all contract-related functions that are required by law, rule, or regulation.
- Prepares solicitations and coordinates the evaluation of bids and proposals with project managers.
- Ensures all negotiated contracts and agreements for WDFW comply with State of Washington contract and legal requirements, applicable federal regulations, any special program requirements, and all state purchasing and accounting regulations.
- Works directly with WDFW program staff, the Department of Enterprise Services, and other state, federal, and local contract entities to ensure on-going compliance for all contractual documents.
- Assures continued compliance with the terms of contracts and resolves problems concerning the obligations of either party to a contract.
- Resolves contract claims and issues, monitors sub-recipient activities, ensuring timely reporting and closeouts.
Procurements and Sole Source Contract Filings:
- Conducts procurements and performs analysis of proposals for responsiveness and cost factors.
- Utilizes the state’s procurement announcement system (WEBS) to publish bidder opportunities.
- Coordinates procurement evaluations with program staff.
- Publishes procurement results and coordinates vendor debriefings.
- Handles procurement protests and files sole source and emergency contracts with the Department of Enterprise Services using the Sole Source Contracts Database.
Contracts Management System:
- Advises agency staff on using the contracts management system to request contracts, track contract status, maintain accountability of assigned contracts, and request timely amendments or successor contracts.
WORKING CONDITIONS:
Work Setting, including hazards: Duties are performed in an office setting.
Schedule: Monday through Friday, 8:00 A.M. – 5:00 P.M. Ability to work a flexible schedule depending on office needs.
Travel Requirements: Some travel may be required throughout the State to attend training, meetings, and conferences. Overnight travel may be required.
Customer Interactions: Regular interaction by phone, email, and in-person with widely varied customers.
QUALIFICATIONS:
Required Qualifications:
Two (2) years of government experience in negotiating, administering, and terminating contracts, contract management, contract cost or price analysis, or contract compliance administration.
Please Note:
A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the required experience.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
A Bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely allied field.
AND
Two (2) years of experience in negotiating, administering, or terminating government contracts, federal grants and contracts management, contract property acquisition and management, contract cost or price analyses, or contract compliance administration.
