DBS has recently undertaken a review of its operational locations in the North West, and have consolidated all activities in Norcross, Blackpool. A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description
The DBS Digital Information Team (DIT) support, deliver and maintain a wide range of on premise, Software as a Service (SAAS), Platform as a Services (PAAS) and robotic products for defence.
DIT products support thousands of users across defence and a significant number of key defence activities ranging from:
- Oracle Ebusiness Suite for our Finance and Commercial activities
- Oracle Fusion (SaaS) for our Civilian Personal HR, Payroll and Expenses activities
- Oracle (PAAS) for our Apex and Webservices
- Remedy for DBS’ core change, case and incident management
- Solution Interfacing & API connectivity deliver timely and secure data
- Mi & reporting Services against all of the above
As the DBS DIT Infrastructure Environments/Incident Manager – you will be responsible for the administration of Oracle EBS (CP&F) and other small systems environments and the management of DBS Infrastructure live service incidents.
The DBS DIT Infrastructure Environments/Incident Manager is responsible for but not limited to:
Environments Management
- Maintaining and managing the environments used to build and test changes and fixes to software and/or processes on the core Finance and Commercial platforms via liaison with appropriate technical Database and Systems administrators.
- Where appropriate provide technical delivery support to the Project and Programme Managers for the Financial and Commercial change programme
- Ensure security policies and procedures are in place during the development of applications and systems to ensure that proper controls are incorporated and that sensitive information is dealt with in line with MoD standards.
- Ensure that the introduction of new and modified services happens in a planned and controlled manner.
- Introducing new procedures and ways of working to consistently manage environment demand across the Finance, Commercial and Infrastructure Programmes
Incident management
- Managing Incidents and Service Requests raised against the DBS Infrastructure Programme, ensuring all are resolved within the agreed Service Level Agreements (SLAs), escalating where necessary to the DBS senior management team
- Utilising the DBS DIT Incident Management and Configuration Management Tools (Remedy & GITLAB)
Stakeholder management
- Building and maintain working relationships with Function Leads / Key Stakeholders
- Providing root cause analysis of system issues and live incidents, providing monthly performance statistics and explanations where SLAs have been breached.
Person specification
Essential
- Strong oral and written communication and workshop facilitation skills.
- Proven leadership and managerial skills.
- Experience and understanding of environment management.
To have or be willing to obtain:
- ITIL Foundation
- MOD Financial Skills Certificate
Desirable
- At least 3 years’ experience in IT services and Infrastructure
- Excellent knowledge of Financial and Commercial Processes

Allowances
The post does not offer relocation expenses.
