Under the general guidance of the Chief of Supply and Logistics in Afghanistan CO, the Contracts Manager is expected to lead the Contracts Unit for services in accordance with UNICEF Rules and Regulations and to participate in planning, sourcing, solicitation, development and execution of UNICEF ACO contracts, including performing market research and proposing strategies, contracting modalities, to support and ensure an uninterrupted, sustainable service provisions to achieve the most cost-effective means of contracting for services. Responsible for overall coordination and support for planning and forecasting processes in the contracting unit.

Summary of key functions/accountabilities:

  • Manages procurement of services; including the proposal of supply strategy and method of purchase; establishment of LTA’s, Institutional Contracts, analysis and evaluation of procurement requests, and appropriateness of Terms of References/Scope of Services.
  • Review requirements to ensure proper planning, identify priorities and assignments; adjust priorities as required, develop clear goals and resources for completing work.  
  • Makes recommendations for finalization of contracting processes and award of contracts; Solicit and evaluate bids to ensure overall competitiveness, quality, and conformity to specified requirements, clarifies offers and negotiates with suppliers, as appropriate.
  • Signs procurement orders/contracts up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares/reviews submissions to the Contracts Review Committee for review and subsequent approval by the authorized official.

  • Minimum requirements:
  • A completed Advanced University Degree (Master’s Degree) in business administration, commerce or law or technical field required.
  • Minimum eight years of progressively responsible professional experience including at least three at the international level in the field of contracting for high-value, high-risk, and complex service provisions.
  • Experience with worldwide procurement, and contract negotiations, combined with broader economic knowledge.
  • Experience in service contracting for construction projects and work experience in L3 emergencies are added advantages
  • Fluency in English is required and proficiency in other UN languages or local languages of the duty station would be beneficial.
