JPI is hiring a Business Intelligence (BI) Data Analyst/Developer to assist the United States Coast Guard (USCG) with creating and managing a business intelligence and analytics solutions that turns data into knowledge and facilitating Human Resources Information Technology systems interconnections. The BI Data Analyst/Developer will establish interconnections between several HRIT systems to improve the tools used for hiring, onboarding, and managing the workforce and develop dashboards that ingest data from these HRIT systems and create data visualizations to inform leadership on workforce trends. The BI Data Analyst/Developer should have at least 10 years of experience with a BA/BS or 5 years of experience with a master’s degree.
The role requires technical expertise in Data Visualization (PowerBI, Tableau), database technologies, data management, ETL (Extract, Transform, Load) methods, Data Formats (JSON, XML), SQL and NoSQL languages, Python, wire framing tools, and Excel. The role requires a unique blend of technical expertise in data analysis and Python and SQL. The BI Data Analyst/Developer will provide thought leadership and direction for ingesting data from HRIT systems into a dashboard for data reporting and visualization efforts, while implementing sophisticated and efficient methods and tools for delivery. The BI Data Analyst/Developer will develop solutions and provide advisory support on key concepts such as data analytics and data movement practices. The BI Data Analyst/Developer will work independently and collaborate with a team providing support to a federal client. They will work closely with developers, project managers and business process improvement and change management SMEs within JPI and with the USCG client.
This position has the flexibility to support W2 or 1099.

Requirements
Project Planning/Management
- Participate in the development of user stories, sprint planning, and test case development / execution within an agile project environment.
- Develop briefing materials to present results to Federal client leadership.
- Develop and maintain project artifacts including agendas, minutes, Microsoft planner boards, and correspondence.
- Facilitate client meetings, as needed.
- Track all action items, client requirements, deliverables, and project plans throughout the project lifecycle.
Requirements Gathering & Development
- Partner with stakeholders across departments to understand data needs and define self-service reporting solutions.
- Collaborate with stakeholders to elicit, document, and analyze business requirements, ensuring a clear understanding of project objectives and goals.
- Collaborate with client teams to understand and document data requirements with emphasis on identifying sources to meet those requirements and the locations, and methods of data access.
- Create detailed business requirement documents, use cases, and functional specifications, and facilitate communication between technical and non-technical teams.
- Collaborate with the IT team to ensure the availability and reliability of data sources and troubleshoot any technical issues that may arise.
Data Analytics, Dashboard Development & Reporting
- Enhance or build client’s business intelligence system to help them make better decisions.
- Collaborate with cross-functional teams to understand business requirements and translate them into effective data visualizations and reports.
- Develop visual reports, dashboards, and KPI scorecards using Power BI desktop to meet business requirements.
- Integrate Power BI reports into other applications using embedded analytics like Power BI service (SaaS), or by API automation.
- Design, develop, and maintain interactive and visually appealing Power BI dashboards that provide meaningful insights.
- Stay updated with industry trends and advancements in Power BI and related technologies to continuously improve and optimize dashboard designs and functionalities
- Work with large datasets and solve difficult analytical problems, applying advanced methods.
- Lead the invention of new approaches and algorithms for tackling data-intensive problems.
- Investigate frameworks to determine the best framework for analyses, reports and data visualizations.
Programming/System Integration
- Utilize your expertise in APIs across multiple platforms to seamlessly connect and extract data, ensuring accurate and timely data retrieval.
- Write SQL and Python code to retrieve data from various HRIT systems.
- Perform regular code and documentation reviews to ensure all code written adheres to best practices and is thoroughly documented.
- Manage a data analytics project building ETL pipelines in Python to automate reporting.
- Requirements
- BA/BS with 10 years of experience; or Master’s degree with 5 years of experience.
- PMP certification, Certified Scrum Master, Certified Scrum Product Owner, DHS mid-level Project Management certification, or equivalent certification.
- Active Public Trust Clearance.
- Should have knowledge and experience in prototyping, designing, and requirement analysis.
- Excellent in analytical thinking for translating data into custom and informative visuals and reports for Power BI.
- Experience in Business Analytics tools developing Reporting and Dashboards.
- Experience in reporting and analytics using Power BI, Tableau, M Query, DAX, RLS.
- Experience in database technologies and strong SQL query writing skills, preferably SQL Server.
- Excellent communication skills to translate business requirements into Dashboards and Reporting.
- Technical background in Computer Science, Data Science, Machine Learning, Artificial Intelligence, Statistics, or other quantitative and computational sciences.
- Experience creating, managing, and troubleshooting complex data flows.
- Experience with modern programming languages, including Python (pandas, numpy, etc.), Scala, R, C++, and Java.
- Strong written and verbal communication skills to interact with internal and external stakeholders.
- Proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook.
- Experience building and maintaining trusting client relationships and prioritizing demands.
- Must be a self-starter with the ability to work effectively independently.
- Proven ability to support and coordinate multiple projects simultaneously in a deadline-driven process.
Preferred Experience
- Relevant experience in direct support of the US Coast Guard, Government Agencies supporting defense, Homeland Security.
- Understanding of project management methodologies and tools (Agile, Scrum, Microsoft Planner, Jira, Kanban, best practices, tools, and templates).
- Capability to support projects of high complexity and complete projects within estimated timeframes.

Expected compensation for this role is between 75,000-115,000, including a generous benefits package with comprehensive healthcare coverage.
