General Functions:
As the leading intergovernmental organization in the field of migration, IOM is committed to supporting the Government of Türkiye to promote safe, orderly and regular migration.
With a presence since 1991, IOM has been actively working in Türkiye for over three decades. IOM’s scope of work expanded over time – working closely with the Government to manage the long-term impacts of migration and leverage the opportunities it brings for sustainable development. IOM’s programmes focus on protecting migrants and promoting resilience, improving their health and wellbeing, advancing sustainable livelihoods and labour mobility, fostering integration and social inclusion of migrants, strengthening effective management of borders, enhancing disaster preparedness, and conducting research and data collection to inform policymaking. IOM has continued to support the resettlement of refugees to third countries through movement operations, health assessment and cultural orientation. Moreover, IOM plays a leading role in emergency and disaster response.
IOM Türkiye is in the process of finalizing its Country Strategy (2025-2029), in alignment with relevant national policies and action plans, the IOM Strategic Plan (2024-2028), the IOM Europe and Central Asia Regional Strategy (2024-2028), the Global Compact for Safe, Orderly and Regular Migration (GCM), and the 2030 Agenda. The Country Strategy focuses on four pillars:
- Border Governance, Irregular Migration, and Transnational Organized Crime
- Regular Mobility, International Cooperation, and National Development
- Wellbeing of Migrants and Displaced Persons
- Crisis Preparedness, Climate Change Adaptation, and Emergency Response
In parallel, IOM Türkiye will be developing its 2024 Annual Report structured around these four pillars.
Under the direct supervision of the Senior Programme Coordinator (Development and Reporting), the candidate will support the finalization of the Country Strategy and lead the drafting of the Annual Report.
Major Duties and Responsibilities:
First deliverable: Country Strategy (2025-2029)
- Conduct detailed review of the current draft of the Country Strategy (2025-2029) and offer recommendations for final improvements and revisions.
- Facilitate presentation and discussion at the mission’s Extended Management Team and consolidate feedback.
- Revise the draft strategy to align with the agreed structure and final the four above-mentioned pillars and consolidating feedback received.
- Circulate updated draft for final round of feedback and incorporate accordingly.
- Conduct final writing and copyediting of the strategy, completing a version ready for layout and publication.
- Propose and draft 2024 Annual Report structure for endorsement.
- Prepare template for the timely and comprehensive collection of narrative inputs from programme units.
- Write first draft of the report, in alignment with the agreed structure.
- In coordination with the Information Management Officer, ensure alignment of narrative inputs with quantitative inputs via the mission’s information management system.
- In coordination with the Media and Communications Officer, ensure alignment of the narrative with the envisioned layout.
- Facilitate collection of feedback and produce final version of the report, ready for layout and publication.
Second Deliverable: 2024 Annual Report
Required Qualifications and Experience:
Education:
- Master’s degree in Political Science, Social Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience
Experience:
- Experience in migration governance, strategy development and strategic results management;
- Experience working with IOM, other UN agencies and/or international NGOs addressing migration;
- Experience in liaison with governmental authorities as well as with national and international institutions;
- Demonstrated strategic planning, analytical thinking and quality writing skills;
- Good knowledge of IOM structure, policies and programming;
- Sound judgment, ability to extract, interpret, analyse and format qualitative information to be provided through individual interviews;
- Ability to work with minimum supervision;
- Ability to work effectively with internal and external partners of IOM;
- Ability to manage a varied workload and prioritize tasks, work under pressure, and meet deadlines;
- Effective communicator, successful negotiator, creative analytical thinker, and cross-cultural facilitator.
Languages:
- Fluency in English is required.
