SALARY:              $88,868 – $104,546

ACCOUNTABILITY STATEMENT:

The primary purpose of this role is to ensure compliance with regulatory requirements by conducting audits, monitoring employee and contractor work processes, and maintaining documentation, thereby enhancing railway safety and operational integrity.

MAJOR DUTIES/ RESPONSIBILITIES:

  • Review work documentation and compare inspection dates against prescribed timelines.

  • Perform work observations on employees and contractors (both union and non-union) as they are performing work subject to regulations, standards, acts, procedures, rules, or guidelines, document compliance with the requirements, and provide corrective feedback where required.

  • Perform audits of work already performed by obtaining measurements, readings, values, and conditions, and comparing them with the requirements to determine compliance.

  • Perform recurring random audits of available Locomotive Voice and Video Recorder (LVVR) data and document actions or behavior that pose a threat to railway safety.

  • Respond to formal requests from internal and external authorities for LVVR data retrieval, review, documentation, interpretation, and transmission.

  • Maintain the ongoing documentation and reporting as well as storage, retrieval, and erasure of LVVR data as prescribed by LVVR policies and regulations.

  • Maintain competency on applicable regulations, acts, guidelines, etc., and the associated work procedures that are to be audited.

  • Generate reports, charts, etc, to quantify departmental or individual compliance with the applicable regulations, standards, acts, procedures, rules, or guidelines.

  • Escalate reports when there are specific areas of concern for insufficient compliance.

  • Where applicable, provide feedback and suggestions on where and how training programs should be modified or updated to facilitate improved compliance.

  • Receive and categorize rail occurrence notifications subject to Transportation Safety Board (TSB) reporting on an ongoing basis.

  • Liase with the assigned employee/investigator of a rail occurrence to confirm root cause of the occurrence when required.

  • Review completed investigations, determine root cause, document and communicate to TSB as required.

  • Maintain tracking, documentation, and timelines for TSB reporting as specified in the regulations.

  • Assist with maintaining and updating Work Observation manuals and related processes.

REQUIREMENTS:

  • College diploma in a technical discipline such as Electrical, Electronics, Telecom, Civil, or Mechanical Engineering, or equivalent railway experience (5+ years)

  • 3 – 5 years inspection or compliance auditing experience

  • Qualification in Canadian Rail Operating Rules (CROR) and Manual of Track Requirements (MTR) is required

  • Qualification as a Signal Maintainer, Track Inspector, Railway Car Mechanic, Locomotive Engineer, Conductor, or Rail Traffic Controller is preferred

  • Willingness and ability to cross-train in one of the above mentioned areas

  • Knowledge of Railway Safety Act & Transport Canada Regulations

  • Ability to read and understand technical procedures, plans, drawings, policies, regulations and other compliance instruments

  • Effective report writing

  • First Aid & CPR qualified is preferred

  • Exceptional communication skills, both oral and written with the ability to provide corrective feedback in a professional and constructive manner

  • Proficient with MS Office suite

  • Detail oriented and sound analytical judgement

  • Effective time management with the ability to prioritize

  • Valid Class “G” driver’s license

  • Willingness to travel across the system, with up to 50% of time spent in the field

  • Willingness to periodically work irregular hours (evenings and weekends) in support of field observations and audits

  • Committed to company health and safety
