Job DescriptionThe Manager, Compliance and Monitoring supports the oversight and coordination of Texas State Technical College’s post-award grant and contract portfolio across multiple funding streams and campus locations. This position provides advanced expertise in grant compliance, reporting, monitoring, and operational execution while serving as a key liaison between Sponsored Programs leadership, grant staff, principal investigators, grant accounting, and state and federal funding agencies.
The role leads complex post-award compliance activities, supports the implementation of policies, procedures, and standardized workflows, and promotes consistent application of grant management requirements across the institution. Through strong analytical capability, regulatory knowledge, and stakeholder partnership, the Manager helps ensure institutional compliance with state, federal, and private funding requirements while strengthening operational consistency, audit readiness, and grant performance oversight.
Hiring Range is $64,525.03 – $74,203.78 Yearly.
The final salary offer will be determined based on the candidate’s qualifications and experience.
Equivalent combination of education, training and relevant professional experience will be considered.

Essential Functions

Grant Compliance Leadership & Alignment
Provides leadership and coordination for Sponsored Programs compliance activities to support institution-wide adherence to grant requirements, Office of Management and Budget regulations, state policies, and TSTC procedures. Coordinates compliance efforts across multiple grant awards and campuses, including facilitating meetings and delivering guidance to principal investigators, project managers, and grant staff for new, complex, or high-risk awards.

Guidance & Mentoring
Provides functional guidance and support to Senior Contract & Grant Leads and other post-award staff by interpreting grant compliance requirements, policies, and procedures and reinforcing consistent post-award practices. Reviews internal grant evaluation reports, identifies compliance gaps, and supports timely corrective action and process improvement efforts.

Post-Award Grant Management
Manages and oversees statewide post-award activities for an assigned portfolio of grants, including contract amendments, reporting, deliverables, compliance monitoring, and closeout. Leads the development, implementation, and maintenance of grant-related policies, procedures, tools, and standardized workflows. Maintains accurate post-award data in Sponsored Programs systems and databases.

Compliance Monitoring & Risk Review
Serves as a subject matter expert for post-award compliance across state, federal, and private grants with multiple funding streams. Reviews complex grant agreements, amendments, reporting requirements, and award conditions to identify compliance risks, escalation points, and mitigation strategies. Supports proactive monitoring and issue resolution to strengthen institutional compliance and reduce operational risk.

Reporting, Audits & Continuous Improvement
Leads preparation and coordination for audits, monitoring visits, and internal reviews, including assembling documentation, responding to inquiries, and managing follow-up actions. Provides regular updates, analysis, and recommendations to Sponsored Programs leadership regarding grant performance, compliance trends, audit readiness, and operational improvements.

Stakeholder Engagement & Operational Coordination
Collaborates with internal stakeholders including Grant Accounting, Procurement, faculty and staff, Project Leads, and Principal Investigators to support grant administration, operational coordination, and program objectives. Develops and maintains effective working relationships with state and federal agencies and other stakeholders to support clear communication, compliance with regulatory requirements, and timely resolution of grant compliance and monitoring issues.

Education & Experience

Minimum Qualifications
Associate’s degree in Business, Finance, Public Administration, Communications, or a related field.

Four years of progressively responsible experience in a post-secondary sponsored programs environment managing post-award compliance for state or federal grants.

Three years of experience leading complex grant portfolios and providing technical guidance to peers or junior staff.

One year of experience working collaboratively with finance, audit, and program leadership.

Preferred Qualifications
Bachelor’s degree in Business, Finance, Public Administration, Communications, or a related field.

Certified Research Administrator designation.

Five years of progressively responsible experience in a post-secondary sponsored programs environment managing post-award compliance for state or federal grants.

Four years of experience leading complex grant portfolios and providing technical guidance to peers or junior staff.

Two years of experience working collaboratively with finance, audit, and program leadership.

Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.

Ability to collect, analyze, and present data and metrics to measure program performance, identify compliance trends, and prepare reports and recommendations for leadership.

Ability to apply financial planning, budget monitoring, and reporting principles to support grant administration and operational decision-making.

Ability to manage multiple grants, projects, competing deadlines, and shifting priorities in a fast-paced environment.

Ability to convey complex information clearly through written, verbal, and presentation formats to diverse audiences.

Ability to use administrative systems, spreadsheets, and business tools to process, analyze, and present information effectively.

Ability to identify compliance risks, evaluate documentation, and recommend corrective actions or process improvements.

Extra Duties Statement

Must be reachable during business hours through standard communication channels as required by the role.

Some duties may require work outside standard business hours during peak grant cycles, audits, reporting deadlines, monitoring visits, or other time-sensitive institutional priorities.

Full-time, FLSA-exempt position.

Periodic in-state travel to campuses or meetings beyond the employee’s designated or nearest base campus may be required based on business needs and will comply with TSTC and State of Texas requirements.

Position requires sustained attention to confidential, sensitive, and high-impact grant, financial, and compliance matters.

This position is classified under the Fair Labor Standards Act (FLSA) as exempt and operates in a professional environment that may include campus offices and virtual collaboration settings.
