Job Description

Role description 

As the Clean Transportation Specialist, you will support the Clean Transportation Team with the implementation of the Citywide Electric Vehicle (EV) Roadmap, the 2021 Climate Action Plan, and State goals related to zero-emission transportation and emerging mobility. You will implement existing programs and develop initiatives that aim to expand the city’s electric vehicle charging network, advance fleet electrification, and increase public awareness of and access to clean transportation modes and infrastructure. 

Job Duties 

• Administer and provide support and technical assistance to businesses and other stakeholders regarding compliance with clean transportation ordinances, including San Francisco’s Commercial Garage EV Charging Ordinance.
• Coordinate with grant partners to develop and conduct community and industry outreach on a public charging mapping tool, regional truck electrification plan, and low-carbon transportation options and benefits, including facilitating webinars and listening sessions and staffing events, tabling, and other stakeholder and public presentations.
• Manage Department grantees engaged in EV awareness and/or fleet electrification outreach, education, and technical assistance.
• Organize and facilitate interagency EV Working Group meetings with program partners to share transportation electrification resources, case studies, and lessons learned.
• Support clean transportation pilot programs and infrastructure projects as needed, including a curbside charging demonstration program, an e-bike pilot program for delivery workers, and City fleet charging deployment.
• Support work for program grants and interagency work orders, including conducting clean transportation communications and outreach, data analysis, case study development, and compliance/reporting.
• Engage and work collaboratively with interdepartmental City staff, technical experts, industry organizations, local and state authorities, advocates, community-based organizations, San Francisco businesses and residents, and other stakeholders.
• Support clean transportation planning, goal setting, and impact tracking.
• Develop, maintain, and improve program web content and other outreach and communications materials.
• Support SF Environment staff with fundraising activities and grant proposals, including identifying funding opportunities; evaluating potential project sites in coordination with site hosts, industry and City agency partners, and/or consultants; drafting partner selection processes; grant writing; requesting letters of support/commitment; etc.
• Research, analyze, and report on a wide range of clean transportation topics and policy issues; provide policy recommendations; and participate in development of draft language for policy statements and legislation.
• Monitor and respond to transportation- and program-related inquiries, requests, and outreach via phone, email, and department website(s).
• Perform administrative support and other duties and tasks related to those described above, including supporting related transportation and environmental program areas, as assigned.

This position may have the opportunity to supervise direct reports/mentor program fellows or interns based on program needs. 

Qualifications

Appointment Type 

This position is a Temporary-Exempt Appointment, with an anticipated duration of one year. Continuation is contingent on City budget conditions and continued funding. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. 

Minimum Qualifications 

• Education – Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to climate action, clean transportation, or clean energy (including but not limited to environmental studies, economics, public policy, planning, computer science, or engineering), from an accredited college or university; and
• Experience – Two (2) years of experience planning, coordinating, implementing, and evaluating clean transportation, clean energy, and/or climate related programs and/or projects.

Desirable Qualifications

• Knowledge of federal, state, and local zero-emission vehicle-related laws and regulations
• Skilled in project management
• Skilled in writing clear and concise memos/reports
• Skilled in organizing and delivering presentations for decision-makers and the public
• Experience working with grants, including writing and/or revising grant proposals
• Experience with process development and improvement, including creating process documentation
• Skilled in organizing complex information and data
• Expert in Microsoft Office Suite (e.g., PowerPoint, Excel, Word). Familiarity with Salesforce, project management software, and ArcGIS are pluses.
• An understanding of equity, inclusion, and diversity concepts
