POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated USAID East Timor Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity. The overarching objectives are anticipated to include: 

  • Strengthening coastal marine biodiversity conservation
  • Enhancing community resilience to climate impacts
  • Developing and expanding resilient livelihoods.

This is a full-time position based in Dili, Timor-Leste, reporting to Director, Project Delivery Unit at Resonance’s HQ. 

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical advice and inputs across one or more areas, such as marine biodiversity conservation, sustainable fisheries and MPA management, sustainable agriculture practices, livelihoods diversification, climate adaptation and risk management, blue economy, public finance management, market systems development, and cross-sector partnerships.
  • Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities.
  • Lead financial oversight and ensure compliance with USG regulations, Timor-Leste regulations, and Resonance policies.
  • Lead or support the design, methodology, and tools for some activities as relevant to areas of expertise.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Advanced degree in international development, natural resources management, marine and coastal studies, fisheries management, or related field, or 5 additional years of related work experience.
  • 10+ years of experience leading or managing international donor-funded development projects.
  • Experience working on similar development programs, ideally in Southeast Asia, with a focus on marine/coastal biodiversity conservation, marine protected area establishment/management, sustainable fisheries management and promotion, food security, sustainable livelihoods, climate adaptation, and resilience or other relevant technical areas.
  • Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities and engaging with local organizations and stakeholders.
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management.
  • Proficiency addressing factors that maximize gender and social inclusion, MEL, and communications.
  • Fluency in English.

PREFERRED EDUCATION & EXPERIENCE

  • Strong network of government, NGO and civil society, donor and private sector through focus geography.
  • Experience as a COP or DCOP on a USAID project in Timor-Leste or the Southeast Asia region.
  • Fluency in Portuguese or Tetun.

TRAVEL EXPECTATIONS 

The employee must be able to travel within Timor-Leste and/or internationally for work assignments. 

WORK ENVIRONMENT & PHYSICAL DEMANDS 

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets. 

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
