The Benefits Center of Excellence (COE) Director leads, supervises, and manages the Benefits Center of Excellence and assigned personnel to ensure all DVS claims are reviewed for accuracy and completeness.
Additionally, the COE Director supervises the provision of support and training provided by the COE to the various DVS Benefits Offices throughout the Commonwealth, to the Regional Directors, and to other Benefits personnel. The COE Director continually evaluates service and support policies and procedures and, in coordination with the Director, implements necessary changes and improvements. As Subject Matter Expert in veterans’ law for the organization, the COE Director, in coordination with the Benefits Director, has final authority to resolve substantive claims and appeal issues within the organization. The COE Director serves as the primary liaison with the United States Department of Veterans Affairs.Minimum QualificationsDemonstrated Subject Matter Expert (SME) on the laws and regulations pertaining to state and federal veterans’ benefits;

  • Demonstrated ability to serve as the principal advisor to the Director on the laws and

regulations pertaining to state and federal veterans’ benefits;

  • Demonstrated ability to motivate, train, supervise, hold accountable to established standards, manage and lead subordinates within the Benefits Center of Excellence.
  • Ability to compose, organize and produce a variety of complex informational materials to be used for executive and legislative branch briefings, reports and public relations events;
  • Ability to supervise the training and quality assurance functions performed by the Benefits Center of Excellence;
  • Demonstrated ability to assist veterans in all facets of the veterans’ claims and appeals

process.Additional ConsiderationsPrior management experience and extensive knowledge of the laws and regulations pertaining to veterans’ entitlements is required. Extensive prior experience adjudicating veterans claims or assisting veterans with the claims and appeal process is required. Any combination of education and job experience that leads to the knowledge, skills, and abilities listed above. Eligibility for accreditation by the U.S. Department of Veterans Affairs is required.
