• Location and Travel: The position is full-time and based in Eugene. Candidates outside of the Eugene area who are willing to relocate to Eugene for the duration of the campaign will be considered. You may need to travel for events and  meetings.
• Schedule: The position involves working days, evenings and weekends as necessary.

About the Eugene Clean Energy Fund Initiative

Local climate, health, housing, labor, and social and racial justice organizations* have come together to launch the Eugene Clean Energy Fund (ECEF) Initiative, planned for a vote on the November 2026 ballot. By establishing a business license fee on the gross profits of Eugene’s wealthiest businesses, ECEF would fund programs to reduce greenhouse gas emissions and household energy burden; expand public-owned renewable energy, transportation, and other green infrastructure; create high-road jobs in the green economy; and build community-wide climate resiliency, especially for Eugene’s frontline and historically marginalized areas. 

Campaign  Manager Job description: 

ECEF is hiring a full-time Campaign Manager for the 2026 election. This is a position for an experienced operative who will be supervising multiple layers of staff and running an ambitious campaign to ensure the success of the Eugene Clean Energy Fund ballot measure. The Campaign Manager will report directly to the ECEF Steering Committee, with an anticipated start date in late August.

The Campaign Manager will oversee all aspects of the campaign, including the campaign’s field, communications, and fundraising efforts. The Campaign Manager will manage a team of staff including the Field Director and collaborate closely with community partners to ensure that all of Eugene’s communities are engaged and empowered in order to be successful this November.

Essential Duties & Responsibilities

• Design and execute a City-wide campaign plan, including schedule management, coordinating political outreach and relationships with stakeholders, working with ECEF Steering Committee representatives and a team of consultants to implement paid voter contact plans, drafting strong written statements on behalf of the campaign, and create social media content.
• Support the Field Director to develop and manage a robust field program that includes traditional forms of direct voter contact such as canvassing (doorbelling), phone banking, text banking, and volunteer recruitment and retention. The Campaign Manager will manage a team of field staff, interns, and volunteers in addition to participating in direct voter contact efforts.
• Oversee fundraising strategy and efforts by assisting fundraising consultants and the campaign team in implementing fundraising programs that include staffing call time and generating and managing fundraising events. The Campaign Manager will oversee spending and track the budget.
• Community outreach and attending events as a campaign representative.
• Serve as the campaign contact for local and statewide media, draft press releases, and prepare campaign spokespeople for press opportunities with the support of ECEF Steering Committee and member organizations
• Establish and maintain accurate campaign finance and banking records with the campaign treasurer
• Create staff and volunteer training materials
• Develop appropriate metrics and manage systems of accountability for staff and volunteers
• Collaborate with and facilitate communication between campaign team and member organizations and partner campaigns
• Analyze data and modeling to create and track progress in voter contact universes
• Leverage innovative voter contact tools and resources including VAN and integrate them into the campaign plan
• Work with Field Director and Steering Committee representatives to develop and monitor plan strategies, priorities, and all aspects of campaign vision, strategy, timeline, communication, community outreach, and timetables
• Create and maintain training materials, guides, script templates, and additional materials to ensure campaign staff and volunteers are successful while using campaign resources and tools
• Reporting in weekly campaign check-ins to Steering Committee representatives
• Additional duties as assigned by the Steering Committee representatives.

Skills and Qualifications

• At least five cycles of political campaign experience, including at least one cycle as a campaign manager, at least one cycle in field and at least one cycle managing paid staff
• Experience developing and implementing electoral campaign plans
• Experience training, supporting, and managing staff or volunteers in an electoral or community engagement capacity
• Proficiency using Votebuilder (VAN)
• Demonstrated commitment to electing progressive candidates/ballot measures up and down the ballot
• Valid driver’s license and reliable access to a vehicle
• Ability to work long or irregular hours (including evenings and weekends) in a fast-paced environment
• Experience with multi-faceted and broad-based planning processes
• Excellent analytical skills and sound judgment
• Strong verbal and writing skills; the ability to communicate persuasively in a charged atmosphere
• Must be a results-oriented self-starter able to work under pressure on several projects at one time
• fluency in a second language, preferably Spanish is encouraged

• Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds with a proven commitment to fostering an inclusive and collaborative team culture for others.
• Preferred but not required: At least one cycle managing a ballot initiative campaign
• Preferred but not required: At least two cycles of political fundraising and/or campaign finance experience
• Preferred but not required: At least one cycle of work specifically on local or state ballot initiatives
• Eugene experience or ties to the City
