Responsible for some or all of the following: the overall coordination and implementation of bid contracts to institutions including national hospital buying groups and national managed care accounts, managing administration fees, memberships and charge backs. Directs the processing, submission, follow-up, and performance analysis of bid quotations. Coordinates with product management the action plans and contracting activities of the managed care field staff. Analyzes and communicates competitive information and market conditions. Develops, analyzes, and processes pricing strategies, contract language defining performance parameters, and administrative procedures for rebate programs to targeted markets and manages and monitors contract life cycle. Also interfaces with managed care field staff on process issues, contract structure and data submission.
The Associate Director, Government Contracts leads federal contracting, government pricing, and regulatory compliance in a highly regulated pharmaceutical environment. This role supports FSS contracts, MFP implementation under the IRA, and serves as a key liaison with VA, DoD, and CMS.
The ideal candidate is a collaborative subjectmatter expert with strong analytical skills, experience navigating complex federal programs, and the ability to provide realtime scenario analysis. This is a highimpact, businesscritical role designed to support increasing regulatory complexity and crossfunctional demands.
Responsibilities include but are not limited to:
Responsibilities:
- Manages Federal Supply Schedule contracts, including pricing calculations, IFF fee payments, contract modifications, and support of five-year solicitations and negotiations.
- Serves as primary point of contact with VA, DoD, and CMS contracting officers, preparing and reviewing proposals, blanket purchase agreements, and related government submissions.
- Leads ESI and ECA cross functional coordination and submission of annual SAM and CAGE certifications and related databases, in collaboration with Legal, Compliance, HR, Value and Access, and Finance.
- Coordinates and advises on ESI planning for MFP implementation under the Inflation Reduction Act, including cross functional alignment and system readiness across SAP and Model N.
- Leads federal payment support operations within the Auxis shared services center in Costa Rica through established SOPs, desktop procedures, and internal controls.
- Calculates, analyzes, report, and maintains compliance for government pricing metrics, including AMP, BP, ASP, PHS, Tricare, NFAMP, and other mandated price types.
- Monitors and implements changes in federal regulations, public law requirements, and Eisai policy, updating methodologies, documentation, and systems accordingly. Provide guidance to the organization, including current and future impact on the company with the changes.
- Maintains government pricing systems and data integrity, including Model N and FRS updates and monthly general ledger reconciliations and ensures audit readiness.
- Provides analytical and data support for government contracting, audits, and cross functional regulatory and compliance requests.
- Support finance and commercial teams with analysis regarding contract strategies impact and gross-to-net projections.
Qualifications:
- Bachelor’s with 10+ years or or Master’s degree with 8+years of experience in contracting & pricing including specific experience in Federal Programs contracting, in a manufacturing industry set up, preferably in Pharma and/or Life Sciences.
- OR a combination of equivalent education and work experience.
- Extensive knowledge of Veterans Healthcare Act-Sections 602, 603, and associated Master Agreements.
- Experience with relevant Agreements/Contracts andGovernment Pricing Calculations.
- Proven experience leading GP & CO project(s), tracking and managing department budgets and resources.
- Experience presenting in team meetings and to senior management, as well as large audiences.
- Experience engaging with key cross-functional stakeholders to drive processes/systems and outcomes.
- This is a business need driven role, and is based on proven performance in earlier role.

Eisai Salary Transparency Language:
The annual base salary range for the Associate Director, Government Contracts is from :$161,500-$212,000
Under current guidelines, this position is eligible to participate in : Eisai Inc. Annual Incentive Plan & Eisai Inc. Long Term Incentive Plan.
Final pay determinations will depend on various factors including but not limited to experience level, education, knowledge, and skills.
